Qualifications

• 10+ years in preconstruction, estimating, or engineering within HV transmission, substation, or heavy electrical/industrial construction.
• 3+ years in a preconstruction leadership role.
• Strong understanding of substation and transmission scope, major equipment, and cost drivers.
• Experience building and leading an estimating team with process standardization.

Responsibilities

• Lead the HV preconstruction team through all estimating and proposal phases.
• Own the preconstruction stage-gate process with consistent scope, take-off, risk review and estimates.
• Partner with Business Development to evaluate opportunities and shape win strategy and pricing.
• Direct quantity take-offs, unit pricing and labor productivity assumptions for HV scope.
• Lead constructability reviews with Engineering and Operations to ensure buildable estimates.
• Manage subcontractor and major equipment bid solicitation and qualification.
• Develop and present cost estimates, risk registers, and pricing recommendations to executive leadership.
• Ensure clean, well-documented handoff of awarded projects to execution teams.
• Track win rates and benchmark performance to refine future estimating.
