Qualifications

• 10+ years in preconstruction, estimating or engineering in HV transmission or heavy electrical/industrial construction.
• 3+ years in a preconstruction leadership role.
• Experience leading competitive and negotiated pricing for HV/substation EPC or self-perform projects.

Responsibilities

• Lead HV preconstruction team through all estimating and proposal development phases (conceptual pricing to bid submission).
• Own the preconstruction stage-gate process ensuring scope definition and estimate quality.
• Partner with Business Development to evaluate opportunities and shape win strategy, pricing philosophy and differentiation.
• Direct quantity take-offs, unit pricing, and labor productivity assumptions for HV scope.
• Lead constructability reviews with Engineering and Operations to ensure buildable estimates.
• Manage subcontractor and major equipment bid solicitation and qualification.
• Develop and present cost estimates, risk registers, and pricing recommendations to executive leadership.
• Ensure clean handoff of awarded projects to execution teams with budget basis and risk items.
• Track win rates and benchmarks to refine future estimating assumptions.
• Standardize estimating tools and cost databases across HV; integrate lessons from acquisitions.
