SOLV Energy, Inc. is seeking a Director of Project Development and Strategy to lead preconstruction for the High Voltage Infrastructure unit, overseeing budgeted estimates, bids, and handoff to execution.

This remote role partners with Business Development, Engineering, Procurement, and Operations to convert opportunities into well-scoped, buildable projects. The role demands leadership of the estimating team, process standardization, risk reviews, and a data-driven win strategy for executive

Qualifications

• 10+ years in preconstruction/estimating for HV transmission or substation projects.
• Experience leading HV/substation pricing efforts (hard-bid, design-build, or progressive delivery).
• Strong knowledge of substation and transmission scope and major equipment costs.
• Experience building and leading an estimating team with process standardization.

Responsibilities

• Lead HV preconstruction estimating and proposal development across all opportunities.
• Own the preconstruction stage-gate process with consistent scope, take-off, and risk reviews.
• Partner with Business Development to shape win strategy, pricing and differentiation.
• Direct quantity take-offs, unit pricing, and labor productivity assumptions for HV scope.
• Lead constructability reviews with Engineering and Operations to reflect buildable estimates.
• Manage subcontractor and major equipment bid solicitation and qualification.
• Present cost estimates and pricing recommendations to executive leadership.
• Ensure clean handoff of awarded projects to project execution with basis of estimate.
• Track win rates and productivity benchmarks to refine future estimates.
• Standardize estimating tools and databases across HV and integrate acquisitions.
