Job summary

SOLV Energy, Inc. is seeking a Director of Project Development and Strategy to lead preconstruction for its High Voltage Infrastructure unit.

This remote role drives budgeting, bidding, and handoff to execution, coordinating with BD, Engineering, Procurement, and Operations to convert opportunities into well-scoped, bid-ready projects. The role emphasizes standardizing processes, risk reviews, and pricing decisions for a growing HV portfolio, including post-M&A integration and vendor

Qualifications

• 10+ years of experience in preconstruction, estimating, or engineering in HV/transmission/substation/industrial construction.
• 3+ years in a preconstruction leadership role.
• Experience leading pricing efforts for HV/substation EPC or self-perform projects.

Responsibilities

• Lead HV preconstruction through estimating and proposal development.
• Own the preconstruction stage-gate process across HV portfolio.
• Partner with Business Development to evaluate opportunities and shape win strategy.
• Direct quantity take-offs, pricing, and labor assumptions for HV scope.
• Lead constructability reviews with Engineering and Operations.
• Manage subcontractor and equipment vendor bid solicitation and qualification.
• Develop and present cost estimates, risk registers, and pricing to executives.
• Ensure clean handoff from preconstruction to project execution.
• Track win rates and benchmark performance to refine estimates.
