Job summary

SOLV Energy, Inc. seeks a Director of Project Development and Strategy to lead all preconstruction activities for the High Voltage Infrastructure business unit.

You will own the estimating and proposal development, ensuring accurate scope, pricing, and risk management while coordinating with Business Development, Engineering, Procurement, and Operations to convert pipeline opportunities into executable projects.

Qualifications

• 10+ years in preconstruction, estimating, or engineering for HV/substation projects.
• Experience leading competitive and negotiated pricing for HV/substation EPC or self-perform work.
• Experience building and leading an estimating team and standardizing processes.

Responsibilities

• Lead HV preconstruction through estimating and proposal development, including pricing and scope definition.
• Own the preconstruction stage-gate process for consistency across opportunities.
• Partner with Business Development to shape win strategy, pricing philosophy and differentiation.
• Direct take-offs, unit pricing, and labor productivity assumptions for HV scope.
• Lead constructability reviews with Engineering and Operations to reflect buildable approaches.
• Manage subcontractor and equipment vendor bid solicitation and qualification.
• Develop and present cost estimates, risk registers, and pricing recommendations to leadership.
• Ensure clean handoffs of awarded projects to execution teams.
