SOLV Energy is seeking a Director of Project Development and Strategy to lead preconstruction for its High Voltage Infrastructure group. The role drives conceptual pricing, bid quality, and handoff to execution, partnering with BD, Engineering, Procurement, and Operations to convert opportunities into defined, constructible projects.

The position oversees standardizing processes across HV activities, managing subcontractor bids, and presenting risk-adjusted estimates to senior leadership.

Qualifications

• 10+ years in preconstruction/estimating or engineering in HV/substation construction.
• 3+ years in a preconstruction leadership role.
• Experience leading pricing for HV/substation EPC or self-perform projects.

Responsibilities

• Lead HV preconstruction through estimating and proposal development, including pricing and changes.
• Own the preconstruction process, scope definition, take-off methodology, and risk review.
• Develop cost estimates, risk registers, and pricing to executive leadership.
• Handoff awarded projects with clear budget basis and risk items.
