Job summary

SOLV Energy is seeking a Director of Project Development and Strategy to lead all preconstruction activities for the High Voltage Infrastructure unit, from opportunity identification through handoff to execution. You will standardize processes, drive win strategy, and coordinate with BD, Engineering, Procurement, and Operations to convert pipelines into well-scoped, constructible projects.

This fully remote role requires a strong background in HV/substation estimating, pricing, and risk

Qualifications

• 10+ years in preconstruction, estimating, or engineering within HV transmission/substation/industrial construction
• 3+ years in a preconstruction leadership role
• Experience leading competitive and negotiated pricing for HV/substation EPC or self-perform projects
• Strong command of substation and transmission scope and major equipment cost drivers
• Experience building and leading an estimating team and standardizing processes
• Executive-level communication and presenting pricing/risk to senior leadership
• Bachelor's degree in Construction Management, Electrical/Civil Engineering, or related field

Responsibilities

• Lead HV preconstruction team through all estimating and proposal development phases
• Own the HV preconstruction stage-gate process ensuring scope definition, take-off methodology, risk review, and estimate quality
• Partner with Business Development to evaluate opportunities and shape win strategy
• Direct quantity take-offs, unit pricing, and labor productivity assumptions for HV scope
• Lead constructability reviews with Engineering and Operations to ensure buildable estimates
• Manage subcontractor and major equipment vendor bid solicitation and qualification
• Develop and present cost estimates, risk registers, and pricing recommendations to leadership
• Ensure clean handoff of awarded projects from preconstruction to project execution
• Track win rates and productivity benchmarks to refine estimates
• Standardize estimating tools across HV portfolio and apply lessons from acquisitions
• Build bench strength through hiring, mentoring, and succession planning
