Job summary

SOLV Energy, a leading provider of utility-scale solar, storage, and HV infrastructure, seeks a Director of Project Development and Strategy to own HV preconstruction pricing and estimates. You will standardize processes, manage bids, and ensure seamless handoffs to execution while shaping win strategy for executive leadership.

The role is fully remote with responsibilities across the HV portfolio, including go/no-go decisions, risk reviews, and integration of new self-perform capabilities.

Qualifications

• 10+ years in preconstruction/estimating/engineering in HV transmission or substations.
• 3+ years in a preconstruction leadership role.
• Experience leading competitive and negotiated pricing for HV/substation EPC or self-perform projects.
• Strong command of substation and transmission scope and major equipment.
• Experience building and leading an estimating team and standardizing processes.
• Knowledge of project controls, scheduling, and constructability principles.
• Excellent executive communication and pricing risk presentation skills.
• Bachelor's degree or equivalent industry experience in related fields.

Responsibilities

• Lead HV preconstruction team through all estimating/proposal phases.
• Own preconstruction stage-gate process across HV portfolio.
• Collaborate with BD to shape win strategy and pricing.
• Direct take-offs, unit pricing, and labor productivity for HV scopes.
• Lead constructability reviews with Engineering/Operations.
• Manage vendor bid solicitations with Procurement.
• Present cost estimates and pricing to leadership.
• Ensure clean handoff from preconstruction to execution.
• Track win rates and benchmark productivity and pricing.
• Standardize estimating tools and historical cost data.
