Job summary

SOLV Energy is seeking a Director of Project Development and Strategy to lead preconstruction for the High Voltage Infrastructure unit, shaping budgets, bids, and handoffs to execution. You will drive pricing decisions and collaborate with BD, Engineering, and Operations to convert opportunities into well-scoped, constructible projects.

Qualifications

• 10+ years in preconstruction, estimating, or engineering for HV transmission/substation or heavy electrical/industrial construction.
• Experience leading competitive and negotiated pricing for HV/substation EPC or self-perform projects.
• Strong knowledge of substation and transmission scope, major equipment, and cost drivers.
• Experience building and leading an estimating team and standardizing processes across pursuits.
• Familiarity with project controls, scheduling, constructability, and risk in estimation.

Responsibilities

• Lead HV preconstruction through estimating and proposal development, including budgeting, pricing, and scope development.
• Own the preconstruction stage-gate process for HV, ensuring consistent scope, take-off methodology, risk review, and estimate quality.
• Collaborate with Business Development to evaluate opportunities, support go/no-go decisions, and shape win strategy and pricing.
• Direct quantity take-offs, unit pricing, and labor productivity assumptions for HV scope (substations, switchyards, transmission lines, BOP tie-in).
• Lead constructability reviews with Engineering and Operations to reflect buildable, field-validated approaches.
• Manage subcontractor and major equipment bid solicitation and qualification; work with Procurement and Supply Chain.
• Develop and present cost estimates, risk registers, and pricing recommendations to executive leadership.
• Ensure clean handoffs of awarded projects to execution teams with budget basis and risk items.
• Track win rates and productivity benchmarks to refine future estimating.
• Standardize estimating tools and templates across HV portfolios; incorporate lessons from M&A and integrations.
• Build bench strength through hiring, mentoring, and succession planning.
• Support LNTP with Operations and Supply Chain to reduce lead-time risk.
