Job summary

Capital One is seeking a Director of Technical Program Management to lead large-scale, strategic programs across the Card Tech+ organization. This remote-eligible role partners with business and engineering teams to drive platform convergence, scalability, and cost efficiency while delivering measurable outcomes.

You’ll mentor TPM teams, establish operating models, and influence senior leadership with data-driven roadmaps and governance.

Qualifications

• Bachelor's degree in a technical field.
• At least 7 years of experience managing technical programs.
• 7+ years of experience designing and building solutions using distributed computing or SOA.
• 3+ years of experience in building distributed systems and highly available services using cloud computing services / architecture - preferably using AWS
• 3+ years of experience with Agile delivery.
• 3+ years delivering large and complex programs - where you contribute to the business or technical vision, collaborate with large cross-functional teams, secure commitments on deliverables and unblock teams to land business impact
• Experience in building systems & solutions within a highly regulated environment
• MBA or Master’s Degree in related technical field
• PMP, Lean, Agile, or Six Sigma certification
• 3+ years of people management experience or influencing organization as an IC
• Experience driving platform standardization across multiple product portfolios or lines of business
• Track record of building TPM maturity (operating models, career frameworks, metrics) at scale within engineering organizations
• Exceptional communication and influence skills, capable of engaging deeply with technical teams while translating implications into compelling business narratives that persuade senior leadership

Responsibilities

• Contribute to the organization’s TPM / Delivery strategy: establish operating mechanisms, maturity models, and tooling that scale across portfolios
• Drive development of and alignment on program roadmap anchored in business objectives, definition of done, technical solutions, and sequencing of dependencies
• Lead cross-platform technical investment planning and ensure architectural alignment toward long-term platform convergence and reuse
• Serve as an executive-level escalation point for program risks, influencing technology leaders to make data-driven tradeoffs between speed, cost and resiliency
• Ensure definition of measurable outcomes of platform success (availability, scalability, cost efficiency, developer velocity) and ensure delivery accountability across multiple engineering teams
