Job summary

City of New York's Department of Transportation—Division of Bridges is seeking a Procurement Analyst 2 to support the Bureau of Finance and Performance Management. The position oversees procurement, budget, grants, and contract processes across multiple units, located at 55 Water St, Manhattan.

Responsibilities include using FMS to verify balances and encumbrances, preparing New Need forms, processing FCCR and POCR in PASSPort, researching procurement documents, and communicating project

Qualifications

• Bachelor's degree from an accredited college or university.
• Associate degree with 12 months satisfactory, full-time procurement experience.
• A four-year high school diploma or its educational equivalent with two years of procurement-related experience.
• A combination of education/experience with substitutions allowed; college credits for experience.
• To be eligible for Assignment Level II, one year at Assignment Level I or one extra year of experience.

Responsibilities

• Use the City’s FMS to check balances, encumbrances, and budget structures.
• Assist Units with New Need Forms for the DOT Budget Office.
• Confirm grant budget codes match liquidations and identify discrepancies.
• Process FCCR and POCR in PASSPort to ready contracts for vendor invoicing.
• Research procurement documents using PASSPort and the Division’s SharePoint.
• Assist in compiling documents for procurements from requisition to registration.
• Communicate project histories and justifications in Word/Excel.
• Distribute railroad force account invoices and track liquidations outside PASSPort.
• Perform other related duties.
