Job summary

Quivera Enterprises LLC is seeking an experienced Business Analyst – Business Operations & Analysis, Intermediate, in Reston, VA. The role focuses on supporting Indian Affairs and Office of Information Technology programs, driving modernization, and improving operational effectiveness.

You will work with government stakeholders, project managers, and technical teams to define needs, develop artifacts, and support testing and implementation.

Qualifications

• Minimum of five (5) years of experience providing business analysis services to management and technical personnel supporting federal IT investments.
• Hands-on experience in Business Operations & Analysis within an integrated project management and business analysis environment.
• Experience analyzing complex IT projects, programs, or operations under applicable federal laws and policies.
• Experience mapping current/future states, identifying improvements, and supporting modernization initiatives.
• Knowledge of PMO operations, capital planning, strategic planning, and IT investment management.
• Familiarity with ITIL practices, change management, IT Asset Management, and service-request fulfillment.
• Experience with FITARA, SDLC, FEA, CPIC, and FISMA concepts.
• Experience applying human-centered design methods (journey mapping, affinity mapping, storyboarding).
• Strong written and verbal communication, facilitation, interviewing, training, collaboration, and leadership skills.
• Ability to manage multiple priorities and coordinate with government stakeholders, vendors, and contractors.

Responsibilities

• Elicit, analyze, validate, document, and manage requirements across business, functional, and technical domains.
• Map current/interim/future-state processes and identify modernization opportunities.
• Develop user stories, use cases, acceptance criteria, and prioritized backlogs.
• Prepare requirements and documentation for NIST 800-53 control assessments.
• Support privacy and security documentation including PII, PIAs, and PTAs.
• Create business glossaries, process models, diagrams, wireframes, workflows, and artifacts.
• Maintain models and diagrams of processes and systems using Visio or government tools.
• Manage boards, test plans, dashboards, and project artifacts in Azure DevOps or equivalents.
• Conduct research to support process improvement and IT modernization efforts.
• Collaborate with government stakeholders, technical teams, security personnel, vendors, and contractors.
