Job summary

Quivera Enterprises LLC seeks an experienced Business Analyst – Business Operations & Analysis, Intermediate, to support IA and OIT programs. You will elicit requirements, map processes, develop user stories, and support privacy and security documentation. Collaboration with government stakeholders and vendors will drive modernization and improved service delivery.

U.S. Citizenship is required; ability to obtain security clearance.

Qualifications

• Minimum of five (5) years of experience providing business analysis services to management and technical personnel supporting federal IT investments.
• Demonstrated hands‑on experience in Business Operations & Analysis within an integrated project management and BA environment.
• Experience evaluating operations, mapping processes, identifying improvements, and supporting modernization initiatives.
• Knowledge of PMO operations, capital planning, strategic planning, and IT investment management.
• Knowledge of ITIL practices, change management, IT Asset Management, and service-request fulfillment.
• Experience with SDLC, FISMA, CPIC, and FITARA.

Responsibilities

• Elicit, analyze, validate, document, and manage requirements for business, functional, technical, and systems.
• Evaluate operations and translate needs into defined requirements and actionable recommendations.
• Map current, interim, and future-state processes and identify opportunities for modernization and automation.
• Develop user stories, use cases, acceptance criteria, and product backlogs.
• Support privacy and security documentation including PIIs, PIAs, and PTAs.
• Create diagrams, process models, and artifacts using Visio or government-approved tools.
• Manage artifacts using Azure DevOps or other approved tools.
• Conduct research supporting process improvement, IT modernization, and shared services.
