Job summary

ClearPlan is seeking a Program Financial Analyst / Tool SME to oversee EVMS, manage cost and schedule performance, and support program management across defense and healthcare IT projects. Travel as needed and work with our nationwide client base.

The ideal candidate brings deep experience with Deltek Cobra, Oracle, or Microsoft toolsets, strong cost control skills, and US citizenship with DoD clearance preferred.

Qualifications

• Expert with Deltek Cobra, Oracle, and/or Microsoft toolsets.
• Experience with US government cost-reimbursement contracts and FAR.
• Experience implementing EVMS and baseline development.
• MS Office proficiency (Excel, Word, PowerPoint, Outlook).
• US Citizenship required; DoD security clearance preferred.

Responsibilities

• Oversight of EVMS for tracking cost and schedule performance.
• Prepare and review performance measurement and cost variances.
• Provide cost control and financial support for program management.
• Prepare CPR IPMR deliverables monthly.
• Support audits and communicate with DCMA on EVMS.
• Track program post and copy billings and cash collections.
• Generate quarterly EACs per policy.
• Identify solutions and provide strategic direction.
