Job summary

ClearPlan Consulting seeks a Program Financial Analyst / Tool SME to oversee EVMS, analyze program performance, and support cost control across government contracts. The role requires travel up to 25% and strong proficiency with Deltek Cobra, Oracle, or Microsoft toolsets.

US citizenship is required; DoD clearance is preferred. You will prepare CPR/IPMR deliverables, manage billings, and assist audits while working with PMs in a dynamic environment.

Qualifications

• EVMS expertise and cost/schedule performance tracking.
• Experience with government cost-reimbursement contracts and FAR.
• Strong accounting, scheduling, and financial reporting knowledge.
• Proficiency in MS Office tools (Excel, Word, PowerPoint, Outlook).
• US citizenship; DoD security clearance preferred.

Responsibilities

• Oversee EVMS for tracking program compliance, schedule and cost.
• Prepare, analyze, and review program performance measurement and cost variances.
• Provide cost control and financial support for PMs and cost control managers.
• Prepare CPR Formats 1-5 or IPMR deliverables monthly.
• Support customer audits and DCMA EVMS communications.
• Track post and copy billings and cash collections.
• Generate quarterly Estimates at Complete (EACs) per policy.
• Work independently to identify solutions and provide strategic direction.
• Support management reviews and EAC reviews.
