Job summary

ClearPlan Consulting seeks a Program Financial Analyst / Tool SME to oversee Earned Value Management Systems (EVMS) and cost performance across defense, energy, healthcare/IT projects. You will ensure compliance, analyze variances, and support program management with cost control.

Role requires Deltek Cobra, Oracle, or Microsoft toolsets, strong Excel and MS Office skills, and US citizenship with DoD clearance preferred. Travel ~25% is expected.

Qualifications

• EVMS implementation and baseline development experience.
• Experience with US government cost-reimbursement contracts and FARs.
• MS Office proficiency: Excel, Word, PowerPoint, Outlook.

Responsibilities

• Oversight of EVMS for tracking program performance, schedule and cost.
• Prepare and analyze program performance measurement and cost variances.
• Provide cost control and financial support for program management offices.
• Prepare CPR Formats 1-5 or IPMR deliverables.
• Travel to client sites at least 25% of the time.
• Support customer audits and communicate with DCMA on EVMS assessments.
