Job summary

ClearPlan is seeking a Program Financial Analyst / Tool SME to manage EVMS for DoD-related programs and ensure cost and schedule performance. The role requires frequent client travel and deep knowledge of Deltek Cobra, Oracle, or Microsoft toolsets.

Responsibilities include preparing CPFs, analyzing variances, supporting program cost control, and interfacing with audits and IPMR deliverables. US citizenship is required; security clearance preferred. Competitive salary and benefits offered.

Qualifications

• Expert with Deltek Cobra, Oracle, and/or Microsoft toolsets.
• Experience with US government cost-reimbursement contracts and FAR.
• Experience implementing EVMS and baseline development.
• MS Excel, Word, PowerPoint, Outlook proficiency.
• US Citizenship required; DoD security clearance preferred.

Responsibilities

• Oversight of program EVMS for tracking schedule and cost performance.
• Prepare, analyze and review program performance measurement and variances.
• Provide cost control and financial support for program management.
• Prepare CPR Formats 1-5 or IPMR deliverables.
• Support customer audits; liaise with DCMA on EVMS assessments.
• Track and manage post and copy billings and cash collections.
• Generate quarterly Estimates at Complete (EACs) per policy.
• Work independently to propose solutions and strategic direction.
• Support management reviews and audits monthly and quarterly.
