Job summary

ClearPlan is seeking a Program Financial Analyst / Tool SME to lead EVMS oversight for defense programs, including cost performance, EACs, and CPR formats. The role requires 25% client travel and entails working with Deltek Cobra, Oracle, and Microsoft toolsets to support program cost control and compliance.

The ideal candidate has hands-on EVMS implementation experience, FAR knowledge, and strong Excel/Office skills. US Citizenship is required; DoD clearance is preferred.

Qualifications

• Expert with EVMS and cost control methods.
• Experience with US government cost-reimbursement contracts and FAR.
• EVMS implementation experience and baseline development.
• MS Office proficiency (Excel/Word/PowerPoint/Outlook).
• Strong accounting, scheduling, and government financial reporting knowledge.
• US Citizenship required; DoD clearance preferred.

Responsibilities

• Oversee EVMS for tracking program compliance, schedule and cost performance.
• Prepare, analyze and review performance measurement and cost variances.
• Provide cost control and financial support for program management.
• Prepare CPR Formats 1-5 or IPMR deliverables.
• Support audits and communicate with DCMA on EVMS assessments.
• Track program billings and cash collections; generate EACs.
• Identify solutions and provide strategic direction in a dynamic environment.
• Support management reviews and quarterly EAC reviews.
