Job summary

ClearPlan Consulting seeks a Program Financial Analyst / Tool SME to oversee EVMS for multiple programs in a nationwide consultancy role. Frequent client travel is required (25%+). You will manage Earned Value performance, cost variances, and CPR/IPMR deliverables.

The role requires deep EVMS experience, knowledge of Deltek Cobra, Oracle, or Microsoft toolsets, and U.S. government contracting familiarity. Strong MS Office skills and a DoD clearance preference are valued.

Qualifications

• Expert with Earned Value Management Systems (EVMS) implementations and baseline development.
• Experience with US government cost-reimbursement contracts and FAR.
• Proficiency with MS Excel, Word, PowerPoint and Outlook.

Responsibilities

• Oversee EVMS for tracking program compliance, schedule, and cost performance.
• Prepare, analyze and review cost performance and variances.
• Provide cost control and financial support for program management teams.
• Prepare CPR Formats 1-5 or IPMR deliverables.
• Support customer audits and DCMA communications on EVMS assessments.
• Track and manage program post-billings and cash collections.
• Generate quarterly Estimates at Complete (EACs) per policy.
• Identify solutions and provide strategic direction in a dynamic environment.
• Support management reviews and audits monthly and quarterly.
