Job summary

SOLV Energy is seeking a Director of Project Development and Strategy to lead all preconstruction activities for the High Voltage Infrastructure business unit, from opportunity identification through final estimates and handoff to execution. You will own bid quality, pricing strategy, and risk management with leadership across Business Development, Engineering, Procurement, and Operations.

Qualifications

• 10+ years in preconstruction, estimating, or engineering in HV/transmission/substation or heavy electrical/industrial construction.
• 3+ years in a preconstruction leadership role.
• Experience leading competitive and negotiated pricing for HV/substation EPC or self-perform projects.

Responsibilities

• Lead HV preconstruction through estimating and proposal development including pricing and scope development.
• Own preconstruction stage-gate process ensuring consistent scope definition, take-off methodology, risk review, and estimate quality.
• Partner with Business Development to evaluate opportunities and shape win strategy, pricing philosophy and differentiation.
• Direct quantity take-offs, unit pricing, and labor productivity assumptions for HV scope including substations and transmission lines.
• Lead constructability reviews with Engineering and Operations to reflect buildable, field-validated approaches.
• Manage subcontractor and major equipment vendor bid solicitation, leveling, and qualification.
• Develop and present cost estimates, risk registers, and pricing recommendations to executive leadership.
• Ensure clean handoff of awarded projects to execution teams with budget basis, assumptions, and risk items.
• Track win rates and productivity benchmarks to refine future estimating assumptions.
• Standardize estimating tools and databases across HV, integrating lessons from acquisitions.
