The Technical & Project Manager oversees all technical operations within a dormitory complex, ensuring seamless functionality of critical systems including sewer treatment plants, generator power, building services, and infrastructure. The role involves strategic planning, preventive/corrective maintenance, compliance management, and leading upgrade projects to ensure a safe, efficient, and regulatory‑compliant living environment for residents. In addition, the Manager leads the implementation and enforcement of Workplace Safety and Health standards across the premises, promoting a safe, efficient, and compliant living and working environment for both residents and employees.
Main responsibilities
1. Infrastructure & Systems Management
- Manage the operation and maintenance of the dormitory's sewer treatment plant, ensuring compliance with environmental standards and efficient waste processing.
- Oversee generator power systems, including routine testing, fuel management (diesel supply), and emergency response protocols to guarantee uninterrupted power supply.
- Supervise building services (mechanical, electrical, plumbing, ACMV) to maintain optimal functionality of dormitory facilities.
2. Maintenance Management
- Preventive Maintenance: Develop and execute cyclical schedules for equipment inspections, servicing, and part replacements to minimize downtime.
- Corrective Maintenance: Lead rapid response to breakdowns, including troubleshooting, resource allocation (tools/parts), and contractor coordination.
- Utilities & Energy Management: Monitor water, electricity, and fuel consumption; implement energy‑saving initiatives.
3. Compliance & Safety
- Ensure adherence to Fire Safety Management (FSM), licensing requirements, and regulatory standards (e.g., FEDA, MSDS, PPE protocols).
- Conduct regular inspections of common areas, rooms, and critical systems (e.g., fire safety equipment, sewage systems).
4. Project & Contractor Management
- Lead minor Addition & Alteration (A&A) works and infrastructure upgrades (e.g., generator modernization, sewer plant enhancements).
- Manage contractor performance, contracts, and renewals for maintenance and supply services.
5. Team Leadership
- Direct a team of M&E technicians and general workers, ensuring adherence to safety protocols and efficient task execution.
6. Workplace Safety and Health (WSH)
- Conduct and/or participate in WSH Committee Meetings that collate suggestions, inspection reports (on hazard identification), and other safety and health information.
- Conduct WSH compliance inspections and documentation on all work activities.
- Plan and implement WSH Management System (WSHMS) and Risk Management (RM) plans.
- Support Workplace Safety and Health (WSH) policy and procedure implementation.
7. Other duties
- Perform any other tasks or duties as assigned by Operations Manager/Director.
Requirements
- Degree in Building/Facilities Management/Building Services/Engineering or related field.
- At least 10 years of relevant working experience (minimum 5 years in a managerial role).
- Proficient in English (spoken and written).
- Good computer literacy and proficient in Microsoft Office applications.
- Strong communication and negotiation skills.
- Good organizational and leadership skills and meticulous.
- Meticulous and able to multi‑task and work in a fast‑paced environment.
- Certified in Fire Safety or Workplace Safety and Health is advantageous.
