Job summary

A leading recruitment agency is looking for a Project Manager in Singapore responsible for successful delivery of pharmaceutical projects. The role involves overseeing project planning, execution, and compliance with regulatory standards (GMP, FDA, EMA) while managing client relationships and leading multidisciplinary teams. Candidates should possess at least 7 years of project management experience in pharmaceutical EPCM environments and a relevant bachelor's degree. The Project Manager (PM) is responsible for the successful delivery of pharmaceutical projects executed under the EPCM model, ensuring completion on time, within budget, and in compliance with all applicable regulatory and quality standards (e.g., GMP, FDA, EMA). The PM will oversee engineering, procurement, construction, and commissioning activities while maintaining strong client and stakeholder relationships.

Project Planning & Execution
  • Develop detailed project plans, schedules, and budgets.
  • Monitor project progress, identify risks, and implement effective mitigation measures.
  • Ensure all project activities comply with GMP and relevant pharmaceutical regulatory requirements.
Engineering Coordination
  • Supervise engineering deliverables and interface closely with design teams.
  • Review and approve technical documents, drawings, and specifications to ensure alignment with project objectives and standards.
Procurement & Contract Management
  • Manage the procurement of equipment, materials, and services in line with project schedules.
  • Negotiate and administer contracts with vendors and subcontractors.
  • Track long‑lead items to ensure timely delivery to the site.
Construction & Commissioning Oversight
  • Oversee construction execution, ensuring adherence to quality, safety, and schedule requirements.
  • Coordinate site inspections, testing, and commissioning activities.
  • Verify that all works conform to local codes, GMP standards, and client specifications.
Client & Stakeholder Management
  • Serve as the primary point of contact for the client, providing regular updates on project progress.
  • Conduct coordination meetings with stakeholders to align on milestones and deliverables.
  • Address issues and manage scope changes effectively.
Team Leadership & Reporting
  • Lead a multidisciplinary team comprising engineers, procurement specialists, and construction supervisors.
  • Prepare and present periodic reports covering progress, budget, risks, and key performance indicators (KPIs).
  • Promote a culture of safety, quality, and continuous improvement across all project phases.
Requirements
  • Bachelor’s degree in Engineering, Pharmacy, or a related discipline.
  • Minimum 7 years of project management experience within pharmaceutical EPCM environments.
  • Demonstrated success as a Project Manager in pharmaceutical facility construction or related industrial projects, with a proven track record of delivering complex projects on time and within budget.
  • In-depth knowledge of GMP, FDA, EMA, and relevant local regulatory standards.
  • Strong background in managing multidisciplinary teams and coordinating across engineering, procurement, and construction functions.
  • Proficient in project management software such as Primavera P6, MS Project, and SAP.
