A leading public housing authority in Singapore is seeking a Resource Manager to oversee strategic resource management initiatives and vendor relationships. The successful candidate will develop resource strategies aligned with IT transformation goals, manage third-party contractor lifecycle, and ensure optimal manpower utilization. We are seeking exceptional Resource Managers to join our Information Services Group (ISG) and drive excellence across strategic resource management and vendor partnerships. As a Resource Manager in the IT Resource Management & Procurement Section, you will oversee critical work such as manpower resource management and third‑party contractor management to support ISG's digital transformation initiatives. You will manage vendor relationships, liaise with internal stakeholders and ensure optimal allocation of internal and external capabilities while collaborating with the Transformation Programme Office to make a significant impact on the organisation’s success.
Strategic Resource Planning & Management
Develop and execute comprehensive resource strategies aligned with HDB's IT transformation roadmap and organisational objectives. Develop and execute strategic manpower planning initiatives in collaboration with the Transformation Programme Office to identify resource gaps and forecast future needs. Create sustainable resource models that support long‑term digital transformation goals. Establish / monitor metrics for progress tracking and effectiveness and implement measures for improvement where necessary. Conduct resource assessments and capacity planning to ensure optimal utilisation of internal capabilities and external partnerships. Coordinate comprehensive workforce acquisition processes, collaborating with various stakeholders to identify talent through engagement programs. Facilitate integration and exit processes for staff.
Third‑Party Contractor & Vendor Management
Oversee the complete lifecycle of contractor relationships from initial sourcing through contract negotiation to performance monitoring, serving as the primary point of contact for contractors. Handle the procurement and management of high‑quality augmented resources to ensure a stable and continued supply of manpower resources. Collaborate effectively with internal stakeholders to understand resource requirements and ensure contractor services align with business needs. Monitor and evaluate contractor performance against established KPIs and service level agreements, implementing improvement measures where necessary to maintain service excellence. Manage the onboarding and off‑boarding experience for augmented resources. Manage manpower budgets and forecast future resource needs to support ISG's growth.
