Duke-NUS Medical School (Duke-NUS) was established through a landmark collaboration between two world-class institutions; Duke University and National University of Singapore, with the objective of providing innovative education and impactful research that enhance the practice of medicine in Singapore and beyond

The Centre of Regulatory Excellence (CoRE) was established at Duke-NUS in 2014 with the mission of forming regional platforms and networks to grow competencies, build capacity and promote thought leadership in regulatory science and health policy in the Asia Pacific, with a focus on South-East Asia

CoRE has established a strong and highly regarded education portfolio for industry professionals and regulators. The Centre also enables thought leadership and policy innovation in areas of health products regulation, and its expanded scope now includes issues related to global health, health policies and health system strengthening. Its key focus areas are digital health, vaccines & pandemic preparedness, advanced and innovative therapeutics, innovative clinical trials, and medical devices

CoRE is hiring a Research Associate to support its work in regulatory science, focusing on health products and health services regulations. The successful candidate will contribute to CoRE’s collaborative efforts with the Ministry of Health (MOH) and Health Sciences Authority (HSA) of Singapore in strengthening regulatory systems through horizon scanning, and the assessment and prioritisation of new and emerging health technologies. He/She will also contribute to advancing research, stakeholder engagement, and capacity‑building initiatives to support evidence‑based regulation and policy development in Singapore and the broader region. Applicants should ideally have a strong foundation in public health, regulatory affairs, or healthcare policy, and a demonstrated ability to work independently and collaboratively in complex, multidisciplinary environments

The key responsibilities include, but are not limited to:

  • Lead and conduct horizon scanning, literature reviews, and data analysis on emerging health technologies and global regulatory trends
  • Coordinate expert consultations, workshops, and strategic engagements with regional and global partners in the regulatory ecosystem.
  • Produce high-quality outputs including policy briefs, research reports, and presentations for stakeholders across government, academia, and international organisations.
  • Develop and implement research studies that address key challenges and opportunities in the regulation of health products and services.
  • Contribute to scholarly and policy-oriented publications and represent CoRE’s work in regional and international fora.
  • Drive project planning, implementation, and monitoring of deliverables, ensuring alignment with research objectives and stakeholder priorities.
  • Facilitate collaboration with relevant governmental agencies, academic institutions, and multilateral organisations.
  • Work closely with the Executive Director, Deputy Director, and other senior team members to ensure timely and strategic execution of CoRE’s research agenda.
  • Support capacity‑building initiatives including instructional activities, roundtables, and regional regulatory training programmes.
Qualifications
  • Master’s degree or equivalent with at least 2-years of experience in health products or health services regulation, regulatory policy analysis, or health technology assessment.
  • Proven ability to lead and manage research projects, including study design, data collection and analysis, and dissemination of findings.
  • Strong analytical skills with proficiency in qualitative and/or quantitative research methods
  • Excellent writing, communication, and stakeholder engagement skills, with a track record of preparing policy-relevant outputs.
  • Experience working with regulatory authorities, international organisations, or regional health policy initiatives is highly desirable.
  • Familiarity with regional healthcare systems, regulatory environments, and innovation ecosystems in Asia is an advantage.
  • Proficiency in Microsoft Office and analysis software (e.g., NVivo, STATA, SPSS, Tableau) is preferred.
  • Ability to work independently, manage multiple priorities, and collaborate effectively with multidisciplinary teams across sectors
