Job summary

A leading offshore terminal company in Singapore is seeking a highly skilled HSE Manager. The ideal candidate will have extensive experience in HSE management, especially within the Marine and Oil & Gas industries, with at least 10 years of leadership in safety auditing and project implementation. Responsibilities include developing HSE strategies, conducting risk assessments, and liaising with project teams. Candidates should hold a University degree or Marine Class 1 Certification and demonstrate knowledge of international safety regulations. Qualifications

Job description

JOB REQUIREMENT

Responsible for process safety leadership and identifying, establishing, developing project specific HSE & Security plans and procedures and implementing them on the project. Coordinate all safety studies, Safety Critical Elements and Performance standards, HAZID, HAZOP, Formal Safety Assessments, Safety Case requirements, Environmental impact assessments for the project

Responsible to Plan, promote and implement HSE activities on the project.

Responsible for establishing, measuring and reporting HSE KPIs on regular basis to Corporate HSE manager and Project Manager.

Establishing project audit plan and conduction project HSE audits in consultation with project manager, including audits of contractors

Conduct of Risk Assessments using the HAZID, HAZOP methodologies for the project.

Implementation of Project Plans for HSE and Security Management during Construction, Commissioning, Installation. Liaising with clients for matters related to HSE implementation and performance on the project. Communicate best HSE practice and lessons learnt to Project personnel. Perform other duties as required and advised by Director Projects.

QUALIFICATION REQUIREMENT

University graduate or Marine Class 1 (Master or Chief Engineer) Certification.

EXPERIENCE REQUIREMENT

10 years of experience in HSE Management comprising of Marine, Oil and Gas industry. Experience in HSE auditing will be advantageous. Knowledge of safety case regime (U.K. HSE or NOPSA), ISM Code, ISO 9001, ISO 14000, ISPS Code, SOLAS, MARPOL, STCW, IMO and other marine regulations etc preferred.
