Project Contract Administrator / Procurement Specialist

We are seeking an experienced Project Contract Administrator / Procurement Specialist with strong capabilities in procurement, technical coordination, and contract management to support a major Transmission and HV infrastructure project. The successful candidate will be engaged on a contract/project assignment basis and shall oversee the technical and commercial administration of all project-specific procurement packages, ensuring that all scopes, specifications, and deliverables align with detailed engineering requirements, contract provisions, and project schedule milestones.

Key Responsibilities:
1. Contract & Supplier Management
  • Administer subcontract and supply agreements for high‑value and technically complex HV equipment and services.
  • Ensure full alignment with project specifications, interface requirements, QA/QC deliverables, and the main EPC contract.
  • Manage the technical and commercial administration of all project‑related procurement packages, ensuring compliance with contract terms, risk allocation, and project execution plans.
  • Oversee contractual obligations, variations, extensions, claims, and performance KPI tracking.
  • Lead supplier clarifications, post‑tender negotiations, and Best and Final Offer (BAFO) processes.
  • Contribute to negotiating key contract terms including LDs, warranties, securities, among others.
2. Procurement Execution
  • Execute sourcing strategies for engineering‑driven procurement packages (e.g., cable accessories, installation services, specialized HV equipment, testing services).
  • Prepare comprehensive tender packages including commercial conditions, contractual schedules, technical appendices, engineering documentation, logistics requirements, HSE requirements, and performance KPIs.
  • Conduct procurement for major equipment, materials, and services while ensuring budget and schedule alignment.
  • Perform detailed commercial and technical evaluation of supplier proposals, assessing delivery schedules, warranties, specification compliance, payment terms, and sustainability criteria.
  • Lead post‑tender meetings and supplier negotiations to clarify scope, align expectations, and finalize contract terms.
  • Identify and qualify new suppliers for strategic commodities and niche technical services within the Transmission and HVDC supply chain.
3. Technical Coordination
  • Work closely with engineering teams to define project needs and finalize all pre‑tender documentation including SOWs, technical datasheets, drawings, ITPs, QA/QC requirements, and BoQs.
  • Ensure that all procurement packages accurately reflect engineering interfaces and technical obligations.
  • Support technical alignment between engineering, suppliers, and commercial stakeholders to mitigate scope gaps and interface risks.
4. Governance, Compliance & Commercial Support
  • Ensure compliance with internal procurement governance, documentation standards, and purchasing workflows.
  • Support early procurement involvement for future tenders through sourcing risk assessments and pre‑bid commercial inputs.
  • Coordinate with Legal and Commercial teams during contract drafting and negotiation to ensure proper risk distribution and alignment with corporate guidelines.
5. Supplier Performance & Continuous Improvement
  • Monitor supplier performance throughout execution, ensuring timely delivery of contractual deliverables and adherence to project milestones.
  • Escalate non‑conformities, track resolution, and maintain supplier documentation compliance.
  • Identify opportunities for cost optimisation, quality improvements, and greater procurement efficiency.
Qualification & Other Requirements:
  • Bachelor’s degree in Business Administration, Management, Supply Chain Management, Engineering, or a related discipline; postgraduate qualifications are an advantage.
  • At least 5 years’ experience in contract administration, procurement, or commercial management within EPC, utilities, transmission, HV systems, or major infrastructure projects, with a solid grasp of procurement standards, regulatory frameworks, and compliance requirements.
  • Extensive technical understanding of engineering‑driven procurement packages, multi‑discipline interfaces, and high‑voltage equipment supply chains, including specifications, QA/QC requirements, and vendor qualification processes.
  • Demonstrated capability in preparing comprehensive tender packages, conducting rigorous technical and commercial evaluations, and leading complex contract negotiations with suppliers and subcontractors.
  • Strong analytical and problem‑solving skills, with the ability to interpret technical documentation and mitigate commercial or contractual risks across multi‑stakeholder project environments.
  • Excellent communication and coordination abilities, enabling effective collaboration with engineering, construction, legal, commercial, and project management teams.
  • Proficiency in SAP and strong command of English (written and verbal), with the ability to produce accurate documentation and professional correspondence.
