Job summary

A community-based organization in Singapore is looking for a Programme Manager to lead and execute programmes under the Youth and Family Development pillars. The ideal candidate will manage design, implementation, and oversight of programmes, engage with stakeholders, and ensure compliance with funding requirements. Responsibilities

  • Manage the conceptualisation, design and execution of programmes under Youth and Family Development pillars.
  • Oversee the implementation of the organisation’s programmes.
  • Set programme timelines, milestones, and compliance in all programmes.
  • Ensure adherence to organisational SOPs and ethical guidelines.
  • Track programme expenditures and provide timely financial reporting.
  • Lead preparation of programme-specific reports and budget summaries.
  • Conduct regular programme evaluations and community sensing.
  • Work with stakeholders to execute all programmes effectively.
  • Support recruitment and engagement of programme-specific volunteers.
  • Provide insights on programme trends and challenges.
  • Support preparation of audit and grant reports.
Job description

Programme Manager plays a key role in conceptualising and executing 4PM’s programmes under the Youth and Family Development pillars. This role ensures that the organisation’s programmes are aligned with its mission and service delivery.

Being part of the management team, the Programme Manager also supports strategic planning, internal and external stakeholder engagement. The role also supports governance reporting, ensuring programme deliverables and funding compliance.

Responsibilities
  • Manage the conceptualisation, design and execution of programmes under 4PM Youth and Family Development pillars.
  • Oversee the end-to-end implementation of the organisation’s programmes.
  • Set programme timelines, milestones, KPI trackers, risk management and compliance in all programmes.
  • Ensure all programmes adhere to organisational SOPs, programme‑specific service models and ethical guidelines.
  • Ensure responsible utilisation of funds, track programme expenditures and provide timely financial reporting based on grant requirements.
  • Lead the preparation of programme‑specific reports, evaluation and budget summary.
  • Conduct regular programme evaluation, community and committee sensing to ensure alignment, programme relevance and impact.
  • Work collaboratively with internal and external stakeholders to execute all programmes effectively.
  • Work closely with the Volunteer Manager (VM) in the recruitment and engagement of programme‑specific volunteers.
  • Work closely with the Head of Capability Development (HCD) for grant proposals, report submissions and stakeholder communications.
  • Provide regular insights to the Executive Director and management team on programme trends, challenges and opportunities.
  • Provide qualitative and quantitative data for programme improvements and stakeholder communication.
  • Support the preparation of submissions for audits, mid‑year and end‑of‑year grant reports.
  • Support the preparation of Annual Reports, including data collation, impact summaries, and narrative write‑ups for key programmes.
