Job Brief

CIG is looking for a Manager (Curriculum) to design, develop, and manage the creation of curriculum and learning content for the Chandler Academy of Governance ("Academy"), which is the training arm of CIG.

To perform the role well, the candidate will need to take ownership of curriculum and content development both directly and through external collaborators. This includes personally developing proprietary knowledge products for the Academy - such as curriculum materials for the Academy’s training offerings (e.g. customised case studies, teaching slides, simulation games, etc.), training tools (e.g. facilitation guides, teaching notes, online learning objects, etc.), and other knowledge pieces (e.g. practice guides, toolkits, etc.) to support the Academy’s various workstreams- as well as overseeing external experts, consultants, and vendors engaged to produce more specialised or large‑scale content.

This involves managing the full development cycle, from design and scoping to production and delivery, and ensuring all outputs align with the Academy’s pedagogical standards and learning outcomes.

Key Responsibilities
  • Design and develop proprietary curriculum materials directly – such as case studies, teaching slides, simulation games, facilitation guides, and digital learning objects – including scoping learning objectives, structuring content flow, and coordinating production and review cycles.
  • Lead and project manage the end‑to‑end development of curriculum and learning content. This will involve coordination of the different developmental workstreams across various partners and stakeholders to ensure timely and high‑quality delivery in accordance with project milestones.
  • Oversee the design and production of online learning content, ensuring alignment with adult learning principles and CIG’s pedagogical model. This includes working with Learning Management Systems (LMS), authoring tools (e.g. Elucidat), and SCORM standards to create engaging and interactive digital learning experiences.
  • Manage relationships with external experts, consultants, and vendors, including identifying suitable partners, overseeing deliverables, and ensuring quality and pedagogical coherence with CIG standards.
  • Review, edit, and quality‑assure materials developed by external contributors to ensure consistency in tone, structure, and instructional quality.
  • Maintain and update the Academy’s repository of curriculum content, case studies, and digital learning assets.
  • Track emerging training needs and curriculum gaps based on feedback from participants, trainers and partners, and recommend updates or new content development priorities.
  • Contribute to the preparation of presentations, proposals, and reports relating to curriculum development for senior stakeholders and partners.
Experience

The candidate should have at least 4 years of relevant experience in curriculumdevelopment, instructional design, or adult learning, ideally within the publicservice, higher education, or professional training contexts.

They must be equally comfortable developing curriculum content hands‑onas well as managing external experts and vendors to produce content. Experiencein coordinating multi-party projects or outsourced content developmentworkflows is essential.

The candidate must have hands‑on experience in curriculum developmentfor online learning, including designing or developing digital learning modulesusing common authoring tools, managing content on learning management systems, and applying standards such as SCORM to ensure interoperability and learner tracking.

Skillsets & Aptitudes

The candidate must possess strong intellectual and analytical capabilities. He/she will be required to grasp concepts across a wide range of topics, draw connections between and synthesise ideas, and articulate these cogently in writing.

In that regard, native fluency in English (written and spoken) is essential. You will have to develop knowledge and curriculum products (e.g. case studies, practice guides) to a high standard, as well as communicate effectively with internal and external partners.
