Job summary

A leading energy provider in Singapore is seeking a qualified Pipeline Welding Engineer to oversee the procurement and quality control of welding processes for pipelines. The ideal candidate will have a postgraduate degree in welding engineering or a bachelor's degree in material/metallurgical engineering, along with at least 10 years of experience in the oil and gas or petrochemical industry. Proficiency in various welding processes and significant expertise in pipeline steels is essential for this role. Effective communication and vendor management skills are required.

Qualifications

  • Minimum 10 years of experience in oil & gas or petrochemical industries.
  • Expertise in welding of high strength pipeline steels.
  • Certification as International Welding Engineer (IWE) or European Welding Engineer (EWE).

Responsibilities

  • Participate in the procurement and manufacturing process for pipelines.
  • Lead handling of quality issues and coordinate with suppliers.
  • Supervise compliance of welding-related documents during procurement.

Job description
I. Job Summary

Participate in the full procurement and manufacturing process of pipelines (line pipes, subsea casings, etc.), control welding processes at key nodes, and verify the compliance of welding technical requirements in procurement documents and manufacturing standards. Lead the handling of pipeline welding quality issues, coordinate with suppliers to rectify defects, and review the effectiveness of rectification documents to meet project specifications.

Be responsible for welding technical control of procurement quality, and supervise and review the compliance of welding-related documents during the procurement phase.

Collaborate to establish a welding quality traceability system, collect relevant records, and integrate and review them into procurement files to support quality acceptance and traceability.

II. Principal Responsibilities
  1. Become familiar with the company's requirements
  2. Participate in various meetings with the Vendor/Company to ensure that the vendor knows the company's quality requirements.
  3. Attend KOM and prepare the quality section of the KOM slide.
  4. Review and comment on vendor documents (ITP, MPS, FAT procedure, report, etc.)
  5. Communicate with the vendor/COMPANY regarding controversial comments or feedback, and raise a clarification meeting if necessary.
  6. Make every effort to ensure PIM is held as scheduled.
  7. Organize PIM meeting as host.
  8. Verify NOI readiness and forward to TPC coordinator for vendor inspection.
  9. Review and comment TPC inspection report.
  10. Issue NCR if discrepancies are identified and expedite the vendor's resolution proposal / RCA (If necessary) within 3 working days of receiving NCR by vendor.
  11. Review the manufacturer's record book / As-built dossier.
III. Education/Experience Requirements/ Certification
  1. Shall be a post-graduate degree in welding engineering or bachelor’s degree in material/metallurgical engineering with lWE/European Welding Engineer (EWE) certification.
  2. Shall have at least ten (10) years relevant experience in the construction of oil & gas or petrochemical industry facilities (pressure vessels, tanks, mechanical fabrication, pipelines, piping, etc.).
  3. Shall demonstrate sound technical knowledge and extensive experience in welding processes [Shielded Metal Arc Welding (SMAW), Submerged Arc Welding (SAW), Gas Tungsten Arc Welding (GTAW), Gas Metal Arc Welding (GMAW), Flux Cored Arc Welding (FCAW), etc.], materials, welding and fabrication methods in oil and gas industry.
  4. Expert knowledge in welding of high strength pipeline steels and improved Corrosion Resistant Alloys (CRA) used in oil and gas industry is a must.
  5. Shall have sound technical knowledge of corrosion / fracture / fatigue / creep/ embrittlement behaviour of welded joints and materials’ chemical, mechanical, metallurgical and corrosion tests.
