IT Project Manager (Application & Service Delivery)

Employment Type: Contract (24 Months – NTT DATA). Candidates who can commence work within 30 days or are immediate joiners will be strongly preferred.

Job Description

We are seeking an experienced Project Manager to lead and deliver complex IT projects and application support initiatives in a highly regulated environment. The role is responsible for end‑to‑end project governance, stakeholder management, delivery assurance, and oversight of application maintenance and support services, ensuring projects are delivered on time, within budget, and in compliance with security, resiliency, and governance frameworks.

Key Responsibilities
  • Ensure overall success of assigned projects or project portfolios by delivering outcomes on time, within scope, and within approved budgets.
  • Ensure compliance with governance frameworks, including security, audit, risk, and resiliency requirements.
  • Manage and monitor project plans, milestones, risks, issues, dependencies, and change requests.
  • Define project scope, objectives, deliverables, and success criteria aligned with business outcomes.
  • Develop comprehensive work plans and ensure effective task allocation across project teams.
  • Conduct regular project and workgroup meetings and provide clear progress and status reports to stakeholders.
  • Perform active stakeholder management and ensure timely and transparent communication.
  • Establish and manage structured processes for risk, issue, and change management, including escalation and resolution.
  • Manage project schedules and lead activities towards successful project closure.
  • Lead and oversee application maintenance and support services, including:
    • Contract Management
    • Service Level Management (SLM)
    • Service and Change Request Management (scope, schedule, budget, prioritisation)
    • Problem and Incident Management (tracking, escalation, closure)
    • Audit and Security Services
    • Risk Management
Job Requirements
  • Bachelor’s degree in Information Technology, Computer Science, Engineering, or a related discipline.
  • CITPM, PMP, COMIT, or equivalent project management certification is an added advantage.
  • Hands‑on experience across full project development life cycles (SDLC).
  • Proven track record of delivering complex IT projects or programs in the public sector, government‑linked organisations, or financial services industry.
  • Strong understanding of project governance, compliance, audit, and security requirements.
  • Knowledge of Singapore Government procurement and governance processes is an advantage.
  • Exposure to design thinking and workshop facilitation is an advantage.
  • Strong leadership, communication, documentation, and stakeholder management skills.
