We are seeking an IT Portfolio Manager to oversee the planning, governance, and performance of our ICT investment portfolio. This role blends strategic foresight with hands‑on portfolio management, ensuring all IT projects, products, and programmes are prioritised, resourced, and delivered in alignment with Whole‑of‑Government (WOG) objectives and organisational goals.

You will lead the annual Information Systems Work Plan (ISWP) process, champion digital transformation efforts, and strengthen change management practices to support smooth adoption across both business and technical teams.

Key Responsibilities
Portfolio Management
  • Manage the selection, prioritisation, and execution of IT projects, digital products, and enhancement initiatives in collaboration with stakeholders at all levels.

  • Develop and maintain a balanced ICT portfolio aligned with strategic direction and WOG directives.

  • Track project progress, monitor portfolio performance metrics, and prepare regular reports for management and stakeholders.

  • Optimise resource allocation while resolving capacity and dependency constraints.

  • Identify and manage cross‑portfolio risks, interdependencies, and compliance requirements.

  • Establish and maintain ICT Portfolio Management governance frameworks, standards, and best practices.

Strategic Planning
  • Lead and facilitate the annual ICT work plan sessions, ensuring alignment with government priorities, organisational mission, and emerging tech trends.

  • Collaborate with business and technical stakeholders to define and implement key strategic initiatives.

  • Monitor and report OKR progress, performance indicators, and benefits realisation.

Executive Support & Stakeholder Management
  • Provide insights, analytics, and recommendations to support executive‑level decision‑making.

  • Drive change management activities to uplift ICT competency and support smooth adoption of new processes and systems.

  • Promote agile ways of working through continuous learning and benchmarking against industry best practices.

Continuous Improvement & Compliance
  • Review, refine, and implement portfolio management processes, methodologies, and tools to enhance analytics and reporting capabilities.

  • Ensure resource allocation, benefits tracking, and process implementation adhere to WOG regulations, IT governance standards (e.g., IM8), and organisational frameworks.

  • Recommend improvements for portfolio processes, change request management, and prioritisation frameworks.

Requirements
  • Bachelor’s degree in Information Systems, IT, Business Analytics, Computer Science, or a related discipline.

  • At least 3 years of experience in Product, Project, or Portfolio Management.

  • Demonstrated experience in strategic planning, execution, and benefits realisation.

  • Strong stakeholder management with excellent written and verbal communication skills.

  • High attention to detail and ability to maintain accurate, neutral oversight of complex portfolio information.

  • Experience in Change Management to support smooth adoption among business and technical users.

  • Skilled in process optimisation, resource planning, and improving ICT portfolio practices.

  • Familiarity with public sector IT governance frameworks (e.g., IM8), WOG directives (e.g., Digital Government Blueprint), or government work planning processes is preferred.

  • Professional certifications such as PMP, CSM, CSPO, Scaled Agile, AWS are advantageous.
