An educational institution in Singapore is searching for a dedicated HR Manager to oversee the full HR cycle including recruitment, onboarding, and performance management. Candidates should possess strong problem-solving skills and prior HR experience ideally within educational settings. A minimum of 'A' Levels or a Diploma in Human Resources is required. The role involves maintaining personnel files, administering payroll, and ensuring compliance with manpower regulations. Knowledge in digital HR processes is also beneficial.
1. Human Resource Function
Manage and administer the full HR cycle, including recruitment, onboarding, performance monitoring, and end-of-employment processes.
Plan and administer the annual performance appraisal cycle, including scheduling, documentation and follow-up actions.
Develop Individual Work Plans for new and existing staff, including setting KPI targets in consultation with supervisors and management.
Conduct staff satisfaction surveys, consolidate results, and prepare reports and recommendations for senior management.
Oversee and maintain the HR system (Payboy), including staff leave administration, claims, payroll preparation.
Ensure staff consistently utilize Payboy for attendance, leave applications, and other HR processes.
Liaise with outsourced accounting partners on payroll disbursement and related matters.
Support Senior Management in monitoring adherence to SOPs and ensuring smooth daily operations.
Administer the full payroll cycle, including calculations, verification, and coordination of disbursements.
Plan, schedule, and track staff training programs and maintain training records
Organize and execute activities to enhance staff morale
Conduct interviews for departing staff, document feed and provide recommendations for improvement.
Maintain accurate and organized personnel files (including part-time lecturers, Academic & Examination Board members, and full-time admin staff).
Handle e-filing and submissions to government agencies, ensuring timely compliance for matters such as lecturer registration, course submissions, licences, and other policy-related requirements.
Assist in developing, updating, and maintaining operational documentation and QA records.
Support the Director in administrative tasks, projects, or initiatives as assigned.
Strong initiative with good problem-solving abilities.
High sense of urgency and commitment to meeting deadlines.
Positive working attitude with the ability to prioritise and multitask effectively.
Strong organisational skills and attention to detail.
Only Singapore Citizens and Singapore Permanent Residents are eligible for this role due to government regulations and quota limitations.
Prior HR experience within training centres, education institutions, or academic departments preferred.
Proficient in HR software (e.g., Payboy) and comfortable with digital HR processes.
Knowledge of manpower regulations, employment policies, and statutory requirements.
Preferably PDPA trained
QA or SOP management experience is a significant advantage.
Minimum “A” Levels or Diploma in Business Administration, Human Resources, or a related field.
