Job description
Position Purpose

Manage the various functions of HR. Set objectives for the HR initiatives on employee engagement. Resolve complex and diverse issues and serve as escalation point for other support staff.

Responsibilities
Administrative of HR Services
  • Vet memo & HR updates
  • Perform data analysis and provide recommendations for improvement in processes
  • Respond to enquiries concerning non‑routine/complex issues and serve as escalation point for other support staff
  • Monitor budget and recommend actions
  • Upkeep all materials belonging to the department
  • Prepare reports (attrition, report, levy/quota, estab, bonus, AI)
  • Set up processes and procedures to uphold policies/ training application
  • Manage course administration and monitor grant
  • Register WSQ modules and administer Skillsconnect
  • Process payroll and prepare monthly payroll report
  • Review insurance plans and stay up‑to‑date with regards to market trends
  • Review reports for accuracy
  • Analyse data collected, provide observations and make recommendations to Manager
  • Upkeep C&B/ payroll information – statutory requirements such as CPF contribution
  • Process payroll and analysis report
  • Contact point for employee queries up to assistant managerial level
Attraction & Recruitment
  • Oversee, propose and advise on new/existing recruitment activities
  • Conceptualise and execute outreach programmes to reach out to new potential candidates
  • Prepare and compile proposals for new recruitment events
  • Keep team on track of timeline and ensure objective of talks/events/plan is achieved
  • Oversee and give recommendations for designing of recruitment marketing collaterals
  • Co‑conduct and facilitate interviews for potential candidates and assist manager in the candidate selection and recruitment allocation
  • Submission and update on recruitment data
  • Draft social media storyboard and update landing page
  • Negotiate agency contracts
  • Conduct orientation for newly hired staffs
  • Conduct MT/campus recruitment activities & administer talent program
  • Analyse and benchmark data and provide recommendations in report
  • Work with managers to create JDs, identify staffing needs and determine recruitment and selection methods and tools
  • Conduct exit interviews
  • Review and screen resumes/applications and discuss with hiring managers
  • Conduct reference and background checks
  • Develop interview questions
  • Implement & administrate C&B programme
Establishment of HR/L&D Processes
  • Serve as escalation point for complex HR issues
  • Initiate and manage HR processes and improvement projects
  • Recommend new/modifications of rules and guidelines as needed
  • Draft policies
  • Mentor & train new HR staff on company processes and software
  • Analyse feedback and recommend action
  • Enforce HR / L&D processes
  • Investigate complex HR issues and recommend possible courses of action
  • Update job classification and salary structure
  • Communicate and educate employees on HR processes through workshops
  • Execution of re‑employment processes
Employee Engagement and Relations
  • Advise employees on various rules, policies and guidelines related to HR
  • Be the point of contact for employee grievances; investigate and address grievances and complaints with guidelines and SOPs set by senior management
  • Design, oversee and administer the employee engagement surveys
  • Manage the schedule and execute the necessary follow‑up of the surveys and on‑the‑ground feedback
  • Oversee the planning and execution of engagement activities for employee‑employer interaction
  • Source for and shortlist HR vendors to administer employee engagement initiatives
  • Review engagement calendar
  • Conceptualise and propose employee engagement activities
  • Plan and execute yearly awards for LSA, sales incentive, staff party and festive celebrations
Training & Development Programs
  • Support manager with the conduct of the trainings and workshops
  • Review the MT programme and give recommendations for improvement
  • Develop and deliver training programmes and set content management system
  • Analyse feedback and generate reports on training ROI and effectiveness
  • Review of training materials and programs periodically
  • Develop SOPs
  • Develop Talent Management Program and career development framework
  • Prepare TNA and recommend training
  • Support manager in the conduct of trainings to equip outlet managers with the right processes, skills and mindset to manage staff
  • Monitor & review the effectiveness of the training processes and programs
  • Coordinate promotion processes
  • Conduct Train‑the‑Trainer sessions
Performance Appraisal Management
  • Support manager in the creation and designing of the performance appraisal process
  • Administration and collation of performance appraisal/data periodically
  • Interpret data collected, give recommendations and tabulate competencies for succession planning accordingly
  • Distribute rewards with guidelines from manager
  • Recommend courses to address IDP
  • Administer psychometric assessment for promotees
People Management
  • Mentor newcomers to integrate them well into the department
  • Engage with the management & the department and participate actively in discussions and sharing of thoughts & ideas
  • Give recommendations to the management on improvements for management practices within the department
