Construction HR Executive – Job Scope
1. Recruitment & Work Pass Management
- Handle end-to-end recruitment of local and foreign employees.
- Apply, renew, transfer, cancel or appeal for Work Permit (WP) and S Pass.
- Manage applications in MOM systems (EP Online, WP Online, myMOM Portal).
- Track quota, man-year entitlement (MYE), levies, and sector regulations.
- Liaise with agents, workers, management, and government authorities.
2. Onboarding & Deployment
- Prepare employment contracts, company policies and safety briefings.
- Arrange safety training courses (e.g., CSOC, MAN, Lifting Safety, etc.).
- Coordinate dormitory placement, transportation and deployment to project sites.
- Maintain employee personal files and records.
3. Payroll & Attendance Administration
- Work with supervisors to collect timesheets and site attendance.
- Process monthly payroll, overtime, allowances, and deductions.
- Ensure accurate CPF / SDL / levy submissions.
- Handle workers’ welfare claims, salary disputes and MOM inquiries.
4. HR Compliance & Government Reporting
- Ensure compliance with MOM Employment Act, Workplace Safety and Health (WSH) and Employment of Foreign Manpower (EFMA).
- Manage government submissions, such as I-Report incidents and SHN / medical reporting.
- Ensure housing standards compliance.
- Prepare HR audits, project manpower reports and official letters.
5. Employee Relations & Welfare
- Address employee grievances and disputes.
- Conduct counselling, disciplinary actions and warning letters when needed.
- Arrange medical visits, insurance claims, salary assistance or leave matters.
- Foster positive worker morale and reduce turnover.
6. Training & Skills Development
- Identify required workforce competency and certifications.
- Arrange upgrading courses via BCA, SkillsFuture, PSA, etc.
- Maintain expiry tracking for training certificates (CSOC, crane courses, welding, etc.).
7. Site HR Coordination
- Liaise with Project Managers, Safety Teams and Site Supervisors.
- Support manpower planning for project progress.
- Conduct site visits to resolve worker or deployment issues.
8. HR Reporting & Data Management
- Maintain HR databases, trackers and dashboards.
- Prepare monthly manpower, turnover, payroll cost and movement reports.
- Present workforce status to management.
9. Other General HR Duties
- Assist in company HR policies and procedure improvements.
- Support audits, ISO, and HRMS system implementation.
- Any additional duties assigned by management.
