About The Client

Our client headquartered in Singapore is the overseas procurement arm for our group’s refinery. Each of our two refineries has a five‑million‑ton per year crude oil refining capacity and a comprehensive processing capacity of ten million tons per year. As the overseas procurement arm, our client sources crude worldwide from oil majors and national oil companies or producers. Over the years, we have built strong relationships with these majors and producers, forging partnerships based on trust. Crude purchases are organised with logistics to transport the cargo to our refineries or deliver it directly to them. All purchases are financed through structured finance arrangements with international first‑class financial institutions. Alongside logistics, we handle related services such as marine cargo insurance, loss control, and risk management.

Job Description
  • Provides leadership in the development and continuous evaluation of short‑ and long‑term strategic financial objectives.
  • Maintains market awareness of oil and gas industry trends, opportunities, and turns.
  • Demonstrates strong understanding and up‑to‑date knowledge of market trends in the oil and gas industry, especially in Asia and China, best financial and accounting practices, taxation requirements, and local regulations.
  • Evaluates business performance KPIs and implements strategic objectives into achievable plans, driving the strategic planning process and playing a key role in supporting the company’s rapid growth plans.
  • Protects the company’s revenues and profits to achieve full financial control and sustainable growth.
  • Drives operational accuracy, efficiency, and scalability through systems and process enhancements and IT infrastructure.
  • Ensures timelylivable and accurate analysis of budgets, financial trends, and forecasts.
  • Develops budgets for new business growth and strategy.
  • Analyzes business processes to ensure compliance with laws, internal and external policies, and regulations.
  • Responsible for ensuring effective and efficient management of the company’s financial resources and ensures that all the goals and objectives set by the Board of Directors for the business are achieved.
  • Collaborates with and maintains strong relationships with external parties.
  • Performs any other financial duties and ad‑hoc duties as assigned.
  • Reports directly to the Managing Director.
Requirements
  • Bachelor’s Degree in Accounting, Finance, Auditing, or a related discipline.
  • At least fifteen years of financial and strategic experience in the oil and gas industry, including eight years of successful experience in managerial positions from managementқийց/or business management, corporate leadership, and financial decision‑making.
  • Experience in fund management (raising money or investing) and conducting business in China region.
  • Good grasp of the global oil and gas market, especially in Asia and China.
  • Good understanding of and perspective on financial operating models and corporate finance management.
  • Knowledgeable in technical accounting and investment operations, with a high sense of business acumen.
  • StrongICTURE budget control, financial planning, and risk management skills.
  • Strong leadership, analytical, and problem‑solving skills.
  • Ability to exercise sound judgment and make decisions based on accurate, timely analysis.
  • Strong proficiency with Excel and Microsoft Office.
  • High level of integrity and dependability with a strong sense of urgency and results orientation.
  • Excellent interpersonal and communication skills.
  • Good command of written and spoken English and Chinese.
  • Committed to deadlines and tasks assigned.
