Fuel Farm Management
Job Summary
The Manager (AGSS/BFI/DSR) leads the development of operational plans for fuel farm activities, driving compliance with regulatory and safety requirements. He/she also collaborates with QHSSE to address and prevent any QHSSE lapses and serves as a Site Management Controller during emergencies. He also works with customers to provide clarifications on contract terms, conditions and technical specifications. He manages customer relationships and draws insights from customer data to enhance future engagements. Collaborating with internal and external stakeholders, he develops strategies for the business's digitalisation, continuous improvement and growth, and reviews manpower plans to optimise operational efficiency and cost effectiveness for the business unit.
The Manager (AGSS/BFI/DSR) possesses in-depth knowledge of legal and other regulatory requirements of operational standards. He has excellent stakeholder management skills and develops a strong rapport with business stakeholders by recognising their interests, establishing common ground and engaging them in mutually beneficial decisions for the organisation. He oversees staff capability and career development efforts and leads the department to meet organisational goals.
Job Responsibilities/Key Tasks (External)
Conduct fuel farm operations- Review plans to resolve fuel quality issues
- Review proposed corrective action for deficiencies in fuel properties
- Approve operational plans for loading and unloading of fuel
- Guide investigation process for fuel gain/loss and propose get well plan
- Approve fuel demand forecast for worksite
- Approve operational plans for top up of refueller
Perform maintenance operations- Escalate defects to customer's operations team on impact arising from non-availability of GFE/GFP
- Formulate facilitate on-time maintenance for facilities and vehicles
- Manage timeliness of housekeeping and ensure facilities are kept in good condition
- Approve discrepancies reports for Government Furnished Equipments (GFE), Government Furnished Property (GFP equipment
Ensure operational excellence and compliance with quality and safety standards- Translate direction for new base/projects to operational activities
- Approve plans to mitigate identified risks
- Approve briefing content including the planning of safety knowledge and new safety requirements
- Chair monthly ops, deployment exercise and safety briefing
- Collaborate with QHSSE manager to address existing QHSSE lapses and prevent any future recurrences
- Approve audit reports for submission
- Review Standard Operating Procedures (SOPs) to meet regulatory requirements
Manage customer experience and relationships- Approve processes to prevent similar recurrences of customer complaints
- Approve the daily and monthly management reports to RSAF and STARS HQ
- Analyse insights from customer data for future engagements and further enhancements
Contribute to continuous improvement- Lead continuous improvement projects (e.g. digitalisation efforts, waste reduction, resource optimisation)
- Develop strategies to tackle business challenges and grow business
Manage people, finance and organisational development- Approve learning roadmap for team's required competencies and qualifications and plan for future capabilities
- Review manpower plans to optimise operational efficiency
- Forecast capital and operating departmental budget
- Review and approve purchase requisition based on financial allowable limits (FAL)
- Establish plans to control cost of HR operational claims
- Draft Scope of Work (SOW) and resources required
- Review and track department's recruitment and retention rates
Job Requirements
Professional Qualifications & Relevant Experience
- Degree with operation management skills preferred.
- Prior experience with Aviation industry preferred
- MS Office - Excel, Words and PowerPoint.
- Singaporean only
