Job Context

The Technical Delivery Manager will provide the day-to-day coordination required to keep multiple transportation engineering workstreams aligned and moving toward complete, review-ready deliverables. Working under the Delivery Director, the position translates approved work plans and RCRC priorities into actionable technical assignments, coordinates specialist inputs, monitors dependencies, and ensures technical outputs are properly reviewed before submission. The role directly supports reliable program execution by reducing interface gaps, resolving delivery constraints early, and maintaining accountability across complex multidisciplinary activities.

Key Responsibilities
  • Coordinate daily technical delivery across traffic engineering, transportation planning, ITS, roadway design, signal systems, TCC operations, construction traffic management, data analysis, and related disciplines.
  • Translate RCRC instructions, approved schedules, project requirements, and workstream priorities into clearly defined assignments, responsibilities, milestones, and deliverables.
  • Develop and maintain technical delivery plans for reports, studies, specifications, procedures, guidelines, investigations, assessments, and implementation-support activities.
  • Coordinate field investigations, data collection requirements, engineering analyses, workshops, technical reviews, and document-production activities.
  • Manage interfaces between discipline leads, subject-matter experts, technical specialists, and supporting project functions.
  • Verify that required technical inputs are complete, compatible, coordinated, and available when needed for downstream activities.
  • Monitor progress against agreed schedules and identify emerging delays, missing information, resource conflicts, unresolved decisions, and quality risks.
  • Establish corrective and recovery actions when technical activities fall behind schedule or fail to meet defined requirements.
  • Lead multidisciplinary technical coordination meetings and maintain action registers, decision logs, responsibility assignments, and follow-up priorities.
  • Support preparation and review of technical reports, specifications, drawings, procedures, guidelines, presentations, calculations, and assessment outputs.
  • Ensure technical work follows approved methodologies, project procedures, applicable standards, defined quality controls, and RCRC expectations.
  • Coordinate internal technical reviews and quality assurance activities before formal document submission.
  • Manage RCRC review comments by assigning responses, monitoring closure, coordinating revisions, and escalating unresolved matters.
  • Work closely with the Document Manager and Technical Editor to ensure submissions are complete, consistent, and ready for controlled issue.
  • Coordinate implementation-support activities including contractor submittal reviews, field verification, technical issue resolution, and follow-up of recommended transport improvements.
  • Support review of contractor submissions and confirm technical responses are coordinated across relevant disciplines.
  • Prepare concise weekly and monthly delivery updates covering accomplishments, upcoming milestones, risks, decisions, constraints, and recovery actions.
  • Forecast technical resource requirements and identify when additional specialists, reviews, or schedule adjustments are needed.
  • Promote consistency between assessment findings, design recommendations, technical guidelines, operational procedures, and implementation activities.
  • Identify incomplete inputs, conflicting requirements, weak technical recommendations, and coordination gaps before they affect final deliverables.
  • Facilitate technical workshops and client coordination sessions to resolve multidisciplinary issues and maintain delivery momentum.
  • Support project controls processes through schedule coordination, risk tracking, progress inputs, stage-gate reviews, and formal quality assurance activities.
  • Coordinate bilingual technical deliverables where required and support alignment between English and Arabic documentation.
  • Maintain a practical delivery focus so that technical recommendations remain implementable within operational, design, construction, and client constraints.
Ideal Profile

The position requires a Bachelor 's Degree in Civil Engineering, Transportation Engineering, Traffic Engineering, Systems Engineering, or a closely related discipline, supported by at least 12 years of progressive experience delivering multidisciplinary transportation, traffic management, ITS, roadway, or infrastructure engineering assignments. Candidates should demonstrate strong experience coordinating several technical workstreams simultaneously while producing complex deliverables under demanding client schedules. A broad working knowledge of traffic engineering, transportation planning, roadway design, ITS, traffic signal systems, field investigations, construction interfaces, technical reporting, and implementation support is essential. The successful professional must be able to establish clear task ownership, manage dependencies, identify incomplete technical inputs, track actions, facilitate multidisciplinary reviews, and recover delayed work without compromising quality. Experience working with RCRC, Saudi government entities, metropolitan transport authorities, or major GCC transportation agencies is highly desirable. Familiarity with traffic management programs involving recurring assessments, ITS deployment, guideline development, implementation review, and operational support would be particularly relevant. Professional registration or certification such as PE, CEng, PTOE, PMP, or an equivalent qualification is an advantage. Arabic language ability and experience coordinating bilingual English-Arabic technical deliverables are desirable but not mandatory.
