Role Context The Civil Design Manager will direct the planning and technical development of roads and traffic infrastructure across a complex destination where transport functionality must coexist with architectural, landscape, hospitality, residential, and public realm requirements. The position will bridge engineering design, traffic analysis, construction coordination, authority approvals, smart mobility, and operational planning. Effective leadership in this role will help create a road network that supports safe movement, reliable access, development capacity, and a high-quality visitor and resident experience.
Key Responsibilities
- Lead multidisciplinary design activities for roads, intersections, access routes, parking areas, and transportation infrastructure.
- Manage development of road geometry, horizontal and vertical alignments, grading, and pavement solutions.
- Ensure road layouts integrate effectively with the overall master plan and adjacent development parcels.
- Coordinate road infrastructure with hospitality, residential, landscape, utilities, and public realm requirements.
- Review road design submissions for technical accuracy, completeness, constructability, and compliance.
- Establish design priorities and ensure consultants deliver coordinated packages to agreed milestones.
- Direct traffic engineering studies supporting development access and network performance.
- Oversee Traffic Impact Assessments and verify that recommended mitigation measures are incorporated into the design.
- Evaluate junction performance, network capacity, circulation patterns, and anticipated traffic demand.
- Lead planning for signalized intersections and traffic control systems.
- Coordinate pedestrian circulation and ensure safe integration between vehicles, pedestrians, cyclists, and other mobility users.
- Support multimodal transport planning appropriate to the development 's operational and visitor requirements.
- Develop parking strategies and coordinate internal circulation, drop-off, loading, and service access requirements.
- Oversee design and integration of Intelligent Transportation Systems.
- Coordinate smart traffic control solutions and associated communications infrastructure.
- Support incorporation of EV charging infrastructure into parking and transportation planning.
- Identify opportunities to improve mobility through smart systems and technology-enabled traffic management.
- Ensure road and traffic infrastructure supports sustainable mobility objectives.
- Coordinate drainage requirements with road profiles, pavement design, and surrounding infrastructure.

- Monitor road construction activities against approved design intent, technical requirements, and quality expectations.
- Review technical queries, proposed design changes, and contractor alternatives.
- Support resolution of field conditions that require engineering assessment.

- Monitor quality of pavement, drainage, signage, markings, lighting, and traffic system installations.

- Manage consultants responsible for road design, traffic engineering, and specialist transportation studies.
- Monitor consultant performance against scope, schedule, budget, and design quality expectations.
- Mentor traffic engineers, civil engineers, and design coordinators.
- Represent the project during technical reviews, authority meetings, Client discussions, and stakeholder engagements.
- Prepare progress reports covering design status, approvals, risks, technical issues, and upcoming milestones.
- Provide senior management with clear recommendations on road, traffic, and mobility matters.
Ideal Profile
- Bachelor 's or Master 's degree in Civil Engineering, Transportation Engineering, or a related discipline.
- Minimum 16 years of professional experience in roads, traffic engineering, and transportation infrastructure.
- Extensive experience managing design on major infrastructure or urban development projects.
- Strong background in high-end hospitality, residential, mixed-use, or large-scale master-planned developments.
- Demonstrated expertise in road geometry, pavement design, grading, intersections, and traffic systems.
- Strong understanding of transportation planning and network capacity analysis.
- Experience preparing or reviewing Traffic Impact Assessments.
- Practical knowledge of Intelligent Transportation Systems and smart mobility solutions.
- Strong understanding of signalized intersections and traffic control technologies.
- Experience coordinating pedestrian and multimodal mobility infrastructure.
- Familiarity with EV charging and emerging sustainable transportation requirements.
- Strong knowledge of AASHTO, FHWA, and relevant highway design standards.
- Experience coordinating with Saudi authorities and permitting organizations is highly advantageous.
