Role Context
The Senior Traffic Engineer will provide technical leadership across traffic engineering packages associated with major highway and urban infrastructure improvements. The position combines traffic modeling and operational analysis with design management, requiring the successful conversion of traffic data into coordinated signal, junction, signing, marking, temporary traffic management, and ITS solutions. Within the PMO environment, the role will also guide technical teams, manage individual assignments, and ensure that third-party designs satisfy established engineering and safety requirements.
Key Responsibilities
- Lead traffic signal, junction, temporary works, and associated traffic engineering design activities.
- Define the scope, technical requirements, schedule, budget, and resource needs for individual traffic engineering assignments.
- Monitor design progress and resource utilization to maintain delivery against approved project milestones.
- Provide project management with regular updates covering technical progress, milestones, risks, constraints, and mitigation actions.
- Present traffic engineering findings and recommendations to project teams and relevant stakeholders.
- Direct preparation of traffic signal plans, signing and marking layouts, intersection concepts, and ITS designs.
- Review signal designs for operational effectiveness, safety, coordination, and compliance with applicable standards.
- Coordinate traffic engineering requirements with roadway designers, surveyors, infrastructure engineers, and other subject matter specialists.
- Integrate roadway geometry, traffic control, signal infrastructure, and operational requirements into coordinated design solutions.
- Conduct and document traffic studies using recognized modeling practices and accepted analytical methodologies.
- Evaluate traffic volumes, capacity, queues, delays, level of service, intersection operations, and network performance.
- Use HCS, TransModeler, Synchro, and SimTraffic to support operational analysis and traffic engineering decisions.
- Interpret traffic modeling outputs and translate analytical findings into practical infrastructure improvements.
- Review traffic safety conditions and recommend measures that improve road-user safety and network performance.
- Develop technical approaches for traffic engineering studies and complex design assignments.
- Review calculations, traffic models, drawings, reports, and technical findings prepared by other engineers.
- Provide technical assurance and ensure engineering outputs meet established quality requirements and best practices.
- Review third-party traffic engineering designs and consolidate technical comments required for approval.
- Apply relevant traffic engineering principles and standards including ITE, MUTCD, AASHTO, and other applicable requirements.
- Support ITS planning and design for improved traffic monitoring, control, and transportation operations.
- Utilize MicroStation and Bentley OpenRoads for traffic and highway design coordination where applicable.
- Manage engineering information and design collaboration through ProjectWise and related project platforms.
- Participate in PMO technical reviews, design coordination meetings, and multidisciplinary workshops.
- Identify design interfaces or operational constraints that could affect highway capacity, safety, or project delivery.
- Manage substantial technical tasks or project packages and maintain accountability for their successful completion.
- Mentor junior engineers in traffic analysis, design methodologies, technical documentation, and consultancy practices.
- Review junior team outputs and provide structured technical guidance to improve engineering quality.
- Contribute traffic engineering expertise across other PMO disciplines when transportation interfaces require coordinated resolution.
- Maintain clear records of technical assumptions, traffic studies, design decisions, review comments, and approvals.
Ideal Profile
- Bachelor 's degree in Engineering from a recognized institution.
- Minimum 15 years of relevant traffic engineering or transportation infrastructure experience.
- Master 's degree in Transportation Engineering is advantageous.
- Extensive experience developing traffic signal design plans and associated traffic control solutions.
- Strong background in highway traffic operations, junction analysis, and intersection design.
- Practical knowledge of HCS, TransModeler, Synchro, and SimTraffic.
- Experience with MicroStation, Bentley OpenRoads, or ProjectWise.
- Strong understanding of ITE, MUTCD, AASHTO, and relevant traffic operations requirements.
- Experience in ITS design, traffic operations studies, intersection conceptual drafting, or comparable transportation assignments.
- Proven capability reviewing third-party designs and managing technical comments through approval.
- Experience operating within multidisciplinary highway and infrastructure design teams.
- Previous PMO experience is highly desirable.
- Demonstrated ability to manage large technical assignments or individual project packages.
- Strong analytical capability with the ability to interpret traffic data and communicate technically defensible recommendations.
- Experience mentoring and providing technical direction to junior traffic engineers.
- Chartered status or equivalent recognition from an established professional engineering body is advantageous.
- Able to manage competing technical priorities while supporting broader PMO delivery objectives.
