Job summary

Parsons is seeking a seasoned Quantity Surveyor – Heavy Infrastructure to join its Tabuk team. The role focuses on FIDIC contract administration, cost control, payment certification, variation assessment, and claims evaluation across major roads, utilities, and earthworks.

You will support the FIDIC Engineer, PMCs, and client representatives, ensuring robust commercial governance, accurate reporting, and budget protection on large-scale projects in Saudi Arabia.

Qualifications

• Bachelor's degree in Quantity Surveying, Commercial Management, Civil Engineering, or a related construction discipline.
• Minimum 10 years of experience in quantity surveying and commercial management.
• Strong background in heavy civil engineering, roads, utilities, earthworks, and infrastructure developments.
• Experience administering FIDIC contracts within a PMC, Engineers Representative, or client-side organisation.

Responsibilities

• Support commercial and contractual administration for major heavy infrastructure packages.
• Monitor costs for mass earthworks, roads, utilities, and large site development works.
• Administer daily commercial matters under applicable FIDIC contract conditions.
• Apply Design‑Build, Red Book, and Yellow Book provisions per project procedures.
• Ensure compliance with contract mechanisms, client requirements, and Saudi regulations.
• Review contractor monthly payment applications and supporting documentation.
• Measure and verify completed work against drawings, site records, and inspection status.
• Prepare detailed recommendations for Interim Payment Certificates.
• Support preparation and review of Final Payment Certificates.
• Confirm that certified amounts reflect actual site progress and approved entitlement.
• Evaluate variation orders, change requests, and revised scope submissions.
• Review contractor rate build-ups, quotations, and cost substantiation.
• Negotiate new rates and commercial adjustments with contractor representatives.
• Assess financial exposure from design changes and site instructions.
• Review notices, claims, and extension of time submissions.
• Assist with commercial determinations and contractual correspondence.
• Analyze entitlement, cost impact, and procedural compliance.
• Contribute to dispute avoidance and risk mitigation.
