Job summary

Parsons in Riyadh, Saudi Arabia, seeks a Senior Quantity Surveyor to provide commercial advisory services across major infrastructure works. The role focuses on claims, EOT assessments, and contract administration on-site in a large project portfolio.

The ideal candidate brings 10+ years post-contract experience, a Quantity Surveying qualification (RICS preferred), and strong knowledge of FIDIC contracts to support negotiations, settlements, and dispute resolution.

Qualifications

• Bachelor's degree in Engineering or a relevant field.
• Over 10 years of post-contract experience managing claims, reviewing payment certificates, variation orders, and claims on major infrastructure projects.
• Professional qualification in Quantity Surveying, ideally RICS accredited.
• Knowledge of international forms of contract, particularly FIDIC and CESSM3.
• Strong understanding of post-contract claims management and contractual administration.
• Capability in quantum analysis, cost assessment, and Extension of Time evaluation.
• Ability to work across multidisciplinary infrastructure packages involving civil, structures, transport systems, and MEP installations.

Responsibilities

• Advise on contractual entitlement, risk allocation, and interpretation of provisions under FIDIC and similar forms of contract.
• Assess, prepare, and respond to claims submissions, including detailed narratives and supporting documentation.
• Maintain comprehensive claims registers covering status, key milestones, and outcomes.
• Draft contractual correspondence, including notices, responses, and determinations.
• Identify and evaluate interface risks across civil, structural, architectural, transport systems, and MEP packages.
• Develop claims defense strategies and support negotiations, settlements, and dispute resolution proceedings.
• Perform forensic quantum analysis covering cost evaluation, prolongation, disruption, and associated impacts.
• Validate contractor submissions against measured works, procurement information, and subcontractor accounts.
• Prepare independent, evidence-based quantum reports suitable for formal dispute resolution.
• Undertake detailed Extension of Time assessments, including critical path analysis and delay substantiation.
• Review and challenge delay analyses while assessing concurrency, dependencies, and mitigation measures in collaboration with project planners.
• Develop clear delay assessments aligned with associated cost implications.
• Provide strategic commercial advice aimed at mitigating contractual and financial risks.
• Conduct contract audits and commercial reviews across multiple work packages.
• Support dispute avoidance initiatives and early-stage claim resolution.
• Assist with expert reports and provide commercial input to legal teams and independent experts.
• Compile and analyze project records, progress information, and technical documentation.
