Job summary

Parsons is seeking a seasoned Quantity Surveyor to lead site commercial activities in Tabuk, Saudi Arabia. You will perform on‑site measurements, validate contractor payments, and manage variations for major wastewater projects.

You will apply CESMM4, POMI, and FIDIC frameworks while coordinating with engineers and contractors to ensure cost accuracy and contractual compliance across earthworks, pumping stations, and treatment facilities.

Qualifications

• Bachelor's degree in Quantity Surveying or related discipline.
• Minimum 7 years of direct construction experience as a Quantity Surveyor.
• Experience on wastewater networks and civil infrastructure projects.
• Familiarity with CE SM M4 / POMI and contract administration practices.

Responsibilities

• Perform on-site measurements and quantity take-offs for wastewater infrastructure and civil works.
• Validate contractor monthly progress claims and support interim payment certificates.
• Conduct site inspections to confirm quantities match completed works.
• Review measured works for wastewater plants, pumping stations, deep utilities, earthworks and concrete installations.
• Evaluate variations, site instructions, change orders and quantity adjustments.
• Support commercial claim reviews using site records and progress documentation.
• Maintain measurement books, quantity tracking sheets, and payment records.
• Reconcile drawings with as-built conditions and contractor submissions.
• Coordinate with Resident Engineers, construction teams, and contractors.
