Job summary

Parsons Corporation in Riyadh, Saudi Arabia, seeks a senior Materials Specialist – Roads and Bridges to lead technical review, QA/QC, testing compliance, and source approvals for major roads, bridges, and infrastructure projects.

This role focuses on asphalt, concrete, aggregates, soils, geotechnical properties, mix designs, laboratory audits, vendor inspections, factory checks, and materials compliance across a large transportation program.

Qualifications

• 15 years of materials engineering experience on large-scale infrastructure projects.
• Experience in QA/QC, material approvals, laboratory coordination, and technical compliance on major civil programmes.
• Strong knowledge of asphalt, concrete, aggregates, soils, geotechnical properties, pavement materials, and material performance.
• Familiar with international and Saudi materials standards and specifications including ASTM, AASHTO, BS, SASO.
• Experience in PMO environments and coordinating with multiple stakeholders.

Responsibilities

• Review and approve materials submittals, specifications, source approvals, and mix designs for roads, bridges, highways, and related infrastructure.
• Monitor materials testing programmes to ensure compliance with project requirements and standards.
• Evaluate testing results for asphalt, concrete, aggregates, soils, geotechnical materials, and other construction materials.
• Review and audit laboratories, calibration status, certifications, and reporting accuracy.
• Provide technical advice on material selection, durability, performance, and long-term behavior in Riyadh climate.
• Support QA/QC procedures for materials in roads, bridges, pavements, and earthworks.
• Participate in design coordination meetings, quality meetings, site inspections, and materials compliance discussions.
• Identify nonconformances, determine causes, and track corrective actions with contractors and quality teams.
