Position Overview

Material Engineer - Construction Materials in Riyadh, Saudi Arabia is a Construction opportunity focused on material approvals, laboratory testing, technical compliance, inspection, traceability, supplier coordination, and construction quality assurance. Parsons is hiring an experienced materials professional to oversee the technical suitability and performance of concrete, asphalt, soils, aggregates, reinforcement steel, structural steel, pipes, geotextiles, and other critical materials used across major infrastructure and civil works.

Role Context

The Material Engineer will provide technical control over construction materials from initial supplier submission through testing, approval, delivery, storage, installation, and final project handover. Working with Engineering, Quality, Construction, Procurement, consultants, contractors, suppliers, and accredited laboratories, the role will help prevent the use of unsuitable materials, reduce rework, maintain traceability, and protect project quality. Particular attention will be given to critical and long-lead materials where approval or testing delays could affect construction progress.

Key Responsibilities
  • Review Material Submittals, Material Approval Requests, and technical submissions provided by contractors and suppliers.
  • Confirm proposed construction materials comply with approved specifications, drawings, contractual requirements, and applicable standards.
  • Evaluate technical data sheets, manufacturer literature, Certificates of Conformity, test certificates, and material compliance documentation.
  • Establish and maintain a current Material Approval and Tracking Register.
  • Coordinate material reviews and approvals with Engineering, Quality, Construction, Procurement, and consultant teams.
  • Verify approved manufacturers, material sources, suppliers, and vendor documentation.
  • Assess alternative or substitute material proposals and provide technically supported recommendations.
  • Review material samples and arrange laboratory testing, verification, or additional technical evaluation where necessary.
  • Define testing requirements based on project specifications and relevant material standards.
  • Coordinate sampling, inspection, testing, and certification activities with approved laboratories.
  • Review laboratory results and determine compliance with specified acceptance criteria.
  • Track testing schedules and ensure required results are approved before materials are incorporated into permanent works.
  • Support preparation and review of material-specific Inspection and Test Plans.
  • Participate in inspections at manufacturing facilities, supplier premises, warehouses, storage areas, and active construction locations.
  • Support Factory Acceptance Tests, source inspections, and pre-delivery verification where applicable.
  • Check material certificates, lot numbers, batch numbers, heat numbers, identification markings, and supporting traceability records.
  • Maintain material traceability from manufacturing source and delivery through installation and final acceptance.
  • Monitor storage, handling, protection, preservation, and environmental conditions for construction materials on site.
  • Identify damaged, expired, unapproved, incorrectly stored, or non-compliant materials and coordinate appropriate disposition.
  • Support issuance, investigation, and closure of material-related Non-Conformance Reports.
  • Participate in Root Cause Analysis for recurring or significant material quality failures.
  • Review contractor material procurement schedules and highlight approval, testing, or supply risks that may affect project delivery.
  • Coordinate with Procurement and Construction teams to align material availability with planned construction activities.
  • Monitor critical and long-lead materials and provide early warning of potential approval or supply delays.
  • Support development and review of Material Testing Plans, Material Management Plans, and project Quality Plans.
  • Evaluate materials proposed for roads, pavements, civil works, utilities, buildings, structural elements, and airfield infrastructure.
  • Review technical requirements for aggregates, cement, concrete, asphalt, reinforcement steel, structural steel, pipes, waterproofing systems, geotextiles, and other project materials.
  • Assess asphalt mix designs, pavement materials, performance testing, and supporting laboratory data where applicable.
  • Review concrete mix designs, trial mixes, cube tests, core test results, and associated quality documentation.
  • Evaluate soil classification, compaction testing, CBR results, field density testing, and earthwork material suitability.
  • Review geotechnical and pavement material test results and provide recommendations based on project acceptance requirements.
  • Ensure materials comply with relevant ASTM, AASHTO, BS, EN, ISO, and project-specific standards.
  • Participate in technical meetings involving contractors, consultants, suppliers, manufacturers, and testing laboratories.
  • Provide technical guidance to Construction and Quality teams concerning material suitability, testing, and acceptance.
  • Review material-related RFIs, technical queries, deviations, and proposed corrective actions.
  • Support material quality audits and provide traceable evidence demonstrating compliance.
  • Prepare periodic reports covering material approvals, inspections, laboratory testing, non-conformances, pending actions, and supply risks.
  • Maintain complete and accurate material records throughout the project lifecycle.
  • Support preparation of Material Approval Records, test certificates, inspection files, and final handover dossiers.
  • Capture material performance lessons learned and contribute to improvements in testing, procurement, inspection, and quality control processes.
Ideal Profile
  • Bachelor 's degree in Civil Engineering, Materials Engineering, Construction Engineering, or another relevant discipline.
  • Minimum 8 years of experience in construction materials engineering, laboratory testing, material quality control, or project quality management.
  • Proven experience within airport, infrastructure, roads, civil works, utilities, or other large-scale construction programs.
  • Strong technical knowledge of construction materials, testing methods, specifications, approval workflows, and acceptance criteria.
  • Practical experience coordinating contractors, consultants, suppliers, manufacturers, and accredited testing laboratories.
  • Good understanding of construction specifications and quality requirements for civil and infrastructure materials.
  • Professional Engineering certification is preferred.
  • ACI, NICET, ASQ, or equivalent materials or testing certification would be advantageous.
  • Relevant laboratory or construction materials testing credentials are beneficial.
  • ISO 9001 or Quality Management certification would strengthen the candidate profile.
  • Pavement, asphalt, concrete, geotechnical, or other specialist materials certifications are advantageous.
  • Strong analytical ability for reviewing test results, mix designs, technical submissions, and material performance data.
  • Excellent attention to traceability, documentation, compliance, and acceptance requirements.
  • Ability to manage multiple material approvals, inspections, and testing activities at the same time.
  • Effective communication skills for resolving technical issues with contractors, laboratories, suppliers, consultants, and project teams.
  • Proactive approach to identifying material quality risks and potential supply constraints.
  • Ability to perform accurately under project deadlines and changing construction priorities.
