Job summary

WSP is seeking an experienced Senior HSE Manager to lead all Health, Safety and Environmental activities for a major infrastructure project in Riyadh. You will provide strategic HSE leadership, oversee contractor compliance, and champion a positive safety culture, ensuring all activities meet Saudi regulations and international best practices.

Responsibilities include developing the HSE Management Plan, reviewing contractor safety plans, and leading investigations with root-cause analysis.

Qualifications

• Bachelor's degree in a relevant field required.
• SCE Registration in Health & Safety is mandatory.
• NEBOSH Diploma, CSP, CMIOSH or equivalent certification.
• Minimum 15 years HSE experience, including 8 years in a Senior HSE Manager role.
• Experience on large infrastructure projects within PMCM consultancy.
• Strong knowledge of Saudi HSE regulations and international best practices.
• Experience managing contractors, audits, investigations, and risk assessments.
• Fluent in English; Arabic an advantage.

Responsibilities

• Lead and oversee all HSE activities across the infrastructure project for the PMCM team.
• Develop, implement, and continuously improve the HSE Management Plan and procedures.
• Ensure compliance with Saudi regulations, client requirements and international best practices.
• Review and approve contractors HSE plans, risk assessments, method statements, and emergency procedures.
• Monitor contractor HSE performance and ensure adherence to safety standards and contracts.
• Lead incident investigations with root cause analysis and corrective actions.
• Establish and monitor HSE KPIs, targets, and reporting mechanisms.
• Advise leadership on HSE risks, trends and mitigation strategies.
• Oversee permit-to-work systems and high-risk activities control.
• Lead HSE meetings, toolbox talks, and safety leadership initiatives.
