Job summary

WSP is seeking an experienced Senior HSE Manager to lead all Health, Safety and Environmental activities for a major infrastructure project in Riyadh. The role sits within the PMCM team and requires strategic HSE leadership, stakeholder coordination, and contractor oversight to ensure compliance with Saudi regulations and client requirements.

Qualifications

• Bachelor’s degree in engineering, occupational health & safety, environmental science, or related field.
• NEBOSH Diploma, CSP, CMIOSH, or equivalent certification.
• Experience on large-scale infrastructure PMCM projects; knowledge of Saudi regulations and international best practices.

Responsibilities

• Lead and oversee all Health, Safety & Environmental (HSE) activities across the infrastructure project for the PMCM team.
• Develop, implement, and continuously improve the project HSE Management Plan and procedures.
• Ensure compliance with client HSE requirements, Saudi regulations, and international best practices.
• Monitor contractor HSE performance and ensure adherence to project safety standards and contractual obligations.
• Lead investigations of incidents, accidents, near misses, and unsafe acts with root cause analysis and corrective actions.
• Advise the Project Director and senior leadership on HSE risks, trends, and mitigation strategies.
• Review construction methods and provide recommendations to minimize health and safety risks.
• Lead HSE meetings, toolbox talks, and safety leadership initiatives.
• Promote a strong safety culture through workforce engagement and behavioural safety programs.
• Coordinate with client representatives, contractors, regulatory authorities, and other stakeholders on HSE matters.
• Oversee environmental compliance, including waste management, pollution prevention, and sustainability requirements.
• Ensure emergency preparedness plans are established, tested, and maintained throughout the project lifecycle.
• Prepare and present periodic HSE reports and dashboards to client and project leadership.
• Support project risk management by identifying, assessing, and mitigating HSE-related risks.

Acting as part of the PMCM team, the successful candidate will provide strategic HSE leadership, oversee contractor compliance, champion a positive safety culture, and ensure all project activities are delivered in accordance with applicable Saudi regulations, client requirements, and international best practices.

Qualifications

• Bachelor’s Degree in Engineering, Occupational Health & Safety, Environmental Science, or a related field.
• NEBOSH Diploma, CSP, CMIOSH, or equivalent professional certification.
• Proven experience on large-scale infrastructure projects within a PMCM consultancy environment.
• Strong knowledge of Saudi HSE regulations and international best practices.
• GCC/KSA project experience preferred.
• Fluent in English; Arabic is an advantage.
