Qualifications

  • Bachelor's degree in Civil Engineering with roadway/transport design experience.
  • Minimum 8 years of progressive roadway design experience.

  • Familiarity with Saudi roadway design criteria and GCC context is a plus.
  • Excellent written and verbal English communication skills.

Role Context The Roadway Engineer will bridge traffic operations analysis and physical infrastructure design, turning corridor assessments, field observations, and traffic recommendations into implementable roadway solutions. Working with traffic engineers, civil teams, ITS specialists, CADD designers, utility disciplines, and RCRC stakeholders, the role will address geometric constraints, access issues, intersection deficiencies, lane configuration problems, and constructability challenges. The engineer will support both quick-win interventions and more comprehensive roadway upgrades while ensuring that each solution remains practical for live urban conditions.

Key Responsibilities
  • Develop roadway improvement concepts from early feasibility and concept stages through preliminary and final design.
  • Prepare and review horizontal and vertical roadway geometry.
  • Design lane arrangements, medians, turn lanes, auxiliary lanes, channelization, ramps, service roads, merge areas, and diverge sections.
  • Develop localized intersection improvement solutions based on traffic operations and field constraints.
  • Translate corridor studies, traffic analysis, field observations, and operational recommendations into practical roadway designs.
  • Conduct site investigations to verify existing roadway conditions and identify physical constraints.
  • Review pavement, drainage, barriers, signs, markings, utilities, pedestrian facilities, access points, and roadside conditions.
  • Apply relevant Saudi and internationally recognized roadway design criteria appropriate to the project stage.
  • Prepare conceptual sketches, typical sections, plan layouts, design notes, calculations, quantities, and supporting engineering records.
  • Coordinate roadway designs with signal equipment, ITS devices, lighting, drainage, utilities, landscaping, structures, and public transport facilities.
  • Evaluate alternative geometric layouts based on safety, capacity, right-of-way, cost, construction complexity, and traffic impact.
  • Support quick-win improvement schemes using pavement markings, signage, localized widening, access changes, and minor civil works.
  • Assess lane-use changes and localized geometric modifications that can improve network performance without major reconstruction.
  • Review roadway design submissions prepared by consultants and contractors.
  • Provide technical review comments covering geometry, standards compliance, safety, constructability, and operational effectiveness.
  • Support preparation of technical specifications and implementation documentation.
  • Develop quantity information and provide BOQ inputs for roadway improvement packages.
  • Support preparation of cost estimate inputs for proposed roadway interventions.
  • Coordinate with CADD and design teams to ensure drawings accurately represent approved engineering solutions.
  • Check roadway layouts for dimensional consistency and correct incorporation of approved revisions.
  • Participate in multidisciplinary design reviews and technical workshops.
  • Coordinate with traffic signal engineers where proposed geometric changes affect signal operation or controller layouts.
  • Work with ITS teams where roadway modifications affect cameras, detectors, communications, cabinets, or roadside equipment.
  • Coordinate with drainage specialists where curb lines, levels, grading, or lane changes affect stormwater management.
  • Review utility conflicts and support development of practical avoidance, relocation, or protection strategies.
  • Coordinate pedestrian facilities and crossings with roadway geometry and traffic operations.
  • Consider public transport stops, service access, and roadside activity when evaluating improvement options.
  • Review access management arrangements and recommend changes that improve safety and traffic flow.
  • Support congestion-relief programs by identifying practical geometric constraints and improvement opportunities.
  • Provide engineering support during construction when field conditions differ from design assumptions.
  • Respond to technical queries, RFIs, and design clarification requests.
  • Conduct site inspections to verify construction activities are consistent with approved roadway design intent.
  • Support resolution of unforeseen field conditions affecting alignment, access, utilities, or geometric implementation.
  • Review proposed construction-stage design modifications and assess their operational and technical impacts.
  • Verify completed roadway works against approved layouts and intended traffic operations.
  • Review as-built information and confirm that implemented improvements reflect approved design requirements.
  • Contribute to technical reports, presentations, design reviews, and stakeholder coordination meetings.
  • Maintain clear engineering records of assumptions, decisions, design changes, and technical recommendations.
Ideal Profile
  • Bachelor 's degree in Civil Engineering with substantial experience in roadway, highway, or transportation infrastructure design.
  • Minimum 8 years of progressive roadway design, highway engineering, urban road improvement, or related civil transportation experience.
  • Demonstrated ability to progress roadway projects from concept through final design.
  • Strong knowledge of horizontal and vertical alignment principles.
  • Practical understanding of intersection geometry, medians, shoulders, auxiliary lanes, ramps, and access management.
  • Good knowledge of pedestrian facilities, traffic signs, pavement markings, and roadside safety principles.
  • Working understanding of drainage, utilities, pavement, barriers, lighting, and other civil interfaces affecting roadway works.
  • Strong proficiency with Civil 3D, OpenRoads, MicroStation, AutoCAD, or comparable roadway design platforms.
  • Ability to interpret traffic engineering analysis and convert operational recommendations into feasible geometric solutions.
  • Experience preparing roadway drawings, calculations, technical specifications, and quantity information.
  • Strong field judgment for working within constrained and heavily trafficked urban environments.
  • Previous roadway design experience in Riyadh, Saudi Arabia, or the GCC is highly desirable.
  • Familiarity with Saudi roadway design criteria and RCRC, MOT, or MOMRAH requirements is advantageous.
  • Experience with intersection improvement, traffic-management quick wins, corridor upgrades, or congestion-reduction programs would add value.
  • Construction-stage design support experience on live urban roads is beneficial.
  • Professional engineering registration such as PE, CEng, or equivalent is an advantage.
  • Arabic language skills are desirable but not required.
  • Strong written and verbal English communication skills.
  • Ability to coordinate effectively with multidisciplinary engineering and stakeholder teams.
