Position Summary:
The Quantity Survey Manager is responsible for leading and supervising the Quantity Surveying function across all company projects. This role sets QS standards company-wide, oversees project-level QS teams, and ensures consistency in cost estimation, cost control, and contract administration practices across the portfolio.
Key Responsibilities:
- Provide overall leadership, supervision, and technical direction to Quantity Surveyors and QS teams across all active projects
- Establish and standardize QS policies, procedures, templates, and best practices company-wide
- Prepare and consolidate periodic progress reports (physical and financial progress) across all projects, tracking actual vs. planned achievement rates
- Follow up closely with Project Managers and site teams to monitor progress against targets, flag slippages early, and drive corrective actions to keep projects on the required achievement curve
- Escalate progress and cost-performance risks to senior management with clear recommendations, and push project teams to meet or exceed required progress/achievement rates
- Review cost estimates, BOQs, and cost plans prepared by project-level QS teams before submission.
- Oversee variation orders, claims, and change control processes across projects, ensuring consistency and commercial rigor
- Monitor and consolidate cost reporting across the project portfolio for senior management and executive reporting
- Conduct periodic audits/reviews of project QS functions to ensure quality control and identify risks early
- Act as the escalation point for complex commercial/contractual issues raised by project QS teams
- Liaise with senior leadership (e.g., Deputy CEO) on cost governance, progress performance, and portfolio-wide commercial performance
- Drive value engineering and cost optimization initiatives across projects
Required Qualifications:
- Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, or related field
- Professional certification strongly preferred (RICS, MRICS, or equivalent regional certification)
- Minimum 10+ years of experience in quantity surveying, including significant experience at a senior/head-office or multi-project oversight level
- Demonstrated experience managing or supervising QS teams across multiple concurrent projects (high-rise/tower experience a plus, not mandatory)
- Proficiency in QS software and advanced MS Excel
- Fluency in Arabic and English required.
- Strategic thinking with strong commercial/financial acumen at a portfolio level
- Strong leadership and people management skills — able to supervise QS staff who are physically based on different project sites
- Excellent stakeholder management across senior leadership, project teams, and external parties
- Strong governance mindset — able to standardize and enforce processes across diverse project teams
- Excellent written and verbal communication/reporting skills
