Job summary

ARABIAN CONSTRUCTION COMPANY LLC SPC in Jeddah seeks a seasoned Proposal Estimation Manager with a mechanical background and 10–20 years' experience in Saudi Oil & Gas EPC and plant construction to lead the estimation and proposal function for major projects, with mandatory Saudi Aramco project exposure.

You will coordinate inputs from Mechanical, Civil, E&I, Piping, Structural and other disciplines to produce detailed cost estimates and competitive bids, manage tender submissions, and drive

Qualifications

• Bachelor’s Degree in Mechanical Engineering or equivalent.
• 10–20 years in Oil & Gas EPC, plant construction, or related fields.
• Strong Saudi Arabia market experience and Aramco project exposure.
• Proven ability to manage multi-discipline cost estimates and bids.

Responsibilities

• Lead the estimation and proposal process for Oil & Gas EPC tenders from enquiry to submission.
• Review ITTs, BOQs, specs, drawings, and contracts to set estimating strategy.
• Prepare and validate detailed estimates across Mechanical, Piping, Civil, Structural, E&I.
• Develop manpower, material, equipment, and subcontractor cost estimates.
• Coordinate with Engineering, Procurement, Planning, and Commercial teams for aligned bids.
• Evaluate subcontractor quotes and perform bid comparisons.
• Identify risks, exclusions, and commercial opportunities in tender requirements.
• Develop competitive pricing strategies while ensuring feasible execution.
• Lead and mentor the estimation team to timely, high-quality bids.

Position Overview

We are seeking a highly experienced Proposal Estimation Manager with 10 20 years of proven experience in the Saudi Oil Gas EPC and plant construction with a Mechanical background and extensive expertise in preparing and managing Technical and Commercial Proposals cost estimates and tender submissions for major Oil Gas Plant Construction projects Saudi Aramco project experience is mandatory Candidates must have demonstrable experience in Saudi Aramco Oil Gas plant construction projects preferably with EPC contractors involved in major upstream downstream gas processing petrochemical refinery utilities or associated infrastructure projects The successful candidate will be responsible for leading the complete estimation and proposal function coordinating multidisciplinary inputs across Mechanical Civil E I Piping Structural and other construction disciplines and developing accurate competitive and commercially sound bids

Key Responsibilities

• Lead the complete estimation and proposal process for Oil Gas EPC and plant construction tenders from initial enquiry through final submission
• Review ITTs tender documents BOQs specifications drawings scope of work contractual requirements and client requirements to establish the overall estimating strategy
• Prepare and validate detailed estimates covering Mechanical Piping Civil Structural Electrical Instrumentation Control and associated construction activities
• Develop detailed manpower material equipment subcontractor productivity construction methodology temporary facilities logistics and indirect cost estimates
• Prepare rate analysis unit rates productivity norms quantity take-offs cost build-ups and detailed BOQ pricing
• Coordinate with Engineering Construction Procurement Planning Commercial Contracts and Project Management teams to ensure accurate and fully aligned tender submissions
• Evaluate subcontractor and supplier quotations and conduct technical commercial bid comparisons
• Identify cost risks exclusions qualifications assumptions deviations and commercial opportunities within tender requirements
• Develop competitive pricing strategies while maintaining project execution feasibility and acceptable margins
• Review construction methodologies and ensure that estimates accurately reflect Saudi market conditions labour productivity material costs equipment requirements and site conditions
• Prepare and present cost summaries tender reviews management estimates commercial clarifications and bid recommendations to senior management
• Participate in client clarification meetings tender negotiations and post-bid discussions where required
• Maintain and develop a reliable database of Saudi market rates subcontractor rates productivity norms material costs equipment rates and historical project costs
• Provide support during project handover from Estimation Proposals to Project Execution ensuring all commercial and technical assumptions are clearly communicated
• Lead and mentor the estimation team and ensure timely accurate and high-quality tender submissions

Mandatory Requirements

• Bachelor’s Degree in Mechanical Engineering or equivalent engineering qualification.
• 10–20 years of total experience in Oil & Gas EPC, plant construction, or related engineering/construction industries.
• Strong and demonstrable Saudi Arabia market experience.
• Saudi Aramco Oil & Gas plant construction experience is MANDATORY.
• Proven experience in Proposal Management, Tendering, Cost Estimation, and Bid Management.
• Strong Mechanical estimation background with the ability to manage and review multidiscipline estimates covering Civil and E&I works.
• Experience with Saudi Aramco standards, specifications, tendering requirements, construction methodologies, and project execution practices.
• Strong understanding of BOQ, quantity take-off, cost build-up, rate analysis, productivity, manpower, equipment, subcontractor and material pricing.
• Proven experience preparing large-scale EPC / Oil & Gas plant construction proposals and competitive bids.
• Strong knowledge of Saudi construction market rates and subcontractor/supplier pricing.
• Excellent analytical, commercial, negotiation, coordination, and presentation skills.
