Job summary

Petroraq Engineering & Construction is seeking a Civil Estimator to support tendering across civil, structural, and infrastructure projects in Saudi Arabia. You will prepare take-offs, cost estimates and competitive proposals, collaborating with Engineering, Procurement, PM, and BD teams to ensure compliance with client requirements and local standards.

The role requires 3–5 years in estimation, proficiency with AutoCAD and cost-estimation tools, and strong analytical and negotiation skills.

Qualifications

• Bachelor's degree in Civil Engineering.
• 3–5 years in civil estimation, tendering, or cost engineering.
• Proven experience estimating civil, structural, infrastructure, and industrial projects.
• Strong knowledge of quantity surveying, BOQ preparation, rate analysis, and cost estimation.
• Reading engineering drawings and contract documents.
• Familiarity with Saudi construction practices and local market rates.
• Excellent analytical, negotiation and communication skills.
• Saudi Council of Engineers registration preferred.
• Experience with major clients such as Aramco or SABIC is a plus.

Responsibilities

• Review tender documents, drawings, specifications, BOQs and contracts to understand scope and risks.
• Prepare quantity take-offs and cost estimates for civil, structural, infrastructure works.
• Develop estimates covering materials, labor, equipment, subcontractors, overheads, contingencies.
• Prepare and submit competitive technical and commercial proposals within tender deadlines.
• Obtain and evaluate quotations from suppliers and subcontractors ensuring compliance with project specs.
• Conduct site visits and pre-tender meetings to assess site conditions and constraints.
• Analyze construction methodologies, productivity, and resource requirements to establish unit rates.
• Identify discrepancies and risks in tender documents and prepare clarification requests.
• Coordinate with Engineering, Procurement, Project Management and Business Development teams during tendering.
• Prepare cost comparisons, bid summaries and estimation reports for management review.
• Support value engineering initiatives and cost-effective alternatives without compromising quality.
• Maintain updated cost databases, pricing records and supplier/subcontractor information.
• Assist in tender negotiations, post-tender clarifications and handover to execution team.
• Ensure estimates comply with company procedures, client requirements and Saudi standards.

Key Responsibilities

• Review tender documents drawings specifications BOQs and contractual requirements to understand project scope and identify risks
• Prepare detailed quantity take-offs and cost estimates for civil structural infrastructure and related construction works
• Develop comprehensive estimates covering materials labor equipment subcontractors overheads and project contingencies
• Prepare and submit competitive technical and commercial proposals within tender deadlines

• Ensure all estimates comply with company procedures client requirements and applicable Saudi construction standards

Qualifications

• Bachelor's degree in Civil Engineering from a recognized university.
• Minimum 3 5 years of experience in civil estimation, tendering, or cost engineering, preferably within an EPC or construction company.
• Proven experience in estimating civil, structural, infrastructure, and industrial construction projects.
• Strong knowledge of quantity surveying, BOQ preparation, rate analysis, and construction cost estimation.
• Proficiency in AutoCAD, Microsoft Excel, and estimation software such as PlanSwift, CostX, Candy, or equivalent.
• Ability to read and interpret engineering drawings, technical specifications, and contract documents.
• Familiarity with Saudi Arabian construction practices, local market rates, and supplier/subcontractor networks.
• Strong analytical, numerical, negotiation, and problem-solving skills.
• Excellent communication and coordination abilities.
• Ability to manage multiple tenders and work effectively under tight deadlines.
• Proficiency in English; Arabic language skills are an advantage.
• Saudi Council of Engineers registration or eligibility is preferred.
• Experience with Saudi Aramco, SABIC, Royal Commission, or other major clients is an added advantage.
